About this opportunity
The Department of Labor, administering on behalf of the Department of Education, is soliciting applications for the Centers of Excellence for Veteran Student Success (CEVSS) Program with a deadline of June 23, 2026. The program carries no cost-sharing requirement.
Eligible applicants are public and private institutions of higher education as defined in the Higher Education Act of 1965. The program will distribute $9 million across an estimated 4 awards, ranging from $1.5 million to $3 million per 36-month project period, with an average award of $2.25 million. Applicants may not award subgrants to entities to directly carry out project activities.
The program aims to develop model initiatives that coordinate academic, financial, physical, and social services for veteran students. Required activities include establishing a Center of Excellence with a single point of contact, assembling a cross-campus veteran student support team, designating a dedicated coordinator, tracking enrollment and persistence metrics, and developing a sustainability plan. Optional activities encompass outreach and recruitment, instructional support, financial aid assistance, housing support, cultural and academic programming, veteran student organization support, and coordination with military bases.
Applications are scored on five criteria totaling 100 points: need for project (10 points), significance (10 points), quality of project design (40 points), adequacy of resources (25 points), and quality of evaluation (15 points). A competitive preference priority for career pathways and workforce readiness may add 0 to 10 points.
The program operates under Assistance Listing 84.116G as a component of the Fund for the Improvement of Postsecondary Education (CFDA 84.116), authorized under 20 U.S.C. 1161t and 1138–1138d. The program uses an unrestricted indirect cost rate with no program-specific limitation on administrative expenses.
