About this opportunity
The Department of the Army Medical Command is soliciting applications for extramural biomedical and human performance research and development under a Broad Agency Announcement continuously open through July 31, 2028, with pre-proposals accepted at any time during the five-year funding window.
Eligible applicants include national, international, for-profit, non-profit, public, and private organizations without restriction. Awards will be issued as procurement contracts, not grants, and administered by the U.S. Army Medical Research Acquisition Activity through the Defense Health Agency Contracting Activity.
Individual project cost ceiling is $10 million; most projects are anticipated to cost between $2 million and $10 million. Total estimated annual funding is up to $20 million, with multiple awards anticipated per fiscal year. The period of performance is five years or less per award.
Research priorities span nine areas: damage control resuscitation and far-forward trauma care; prolonged field care in austere environments; medical sensors and devices for field operations; portable laboratory assays and diagnostics; force health protection and environmental medicine including CBRNE countermeasures; brain health including blast exposure and biomarkers; human performance optimization covering sleep, acclimatization, wearables, and nutrition; canine medicine and performance; and medical sustainment. All research must demonstrate relevance to active-duty service members, veterans, military beneficiaries, and the American public.
The two-stage submission process requires pre-proposal screening through eBRAP (Electronic Biomedical Research Application Portal) followed by invitation to submit full proposals via Grants.gov within 60 days. Pre-proposals are screened for technical merit and programmatic considerations. Full proposals undergo peer review on research objectives, scientific design excellence, impact and outcomes, budget, personnel qualifications, and facilities, followed by programmatic review considering military relevance and portfolio balance.
Research involving human subjects requires approval from the DHA R&D-MRDC Office of Human Research Oversight (allow 2–3 months) and local Institutional Review Board review. Animal research requires USSOCOM Veterinarian Review Office approval (allow 1–2 months). Clinical trials must be registered on ClinicalTrials.gov. Applicants must comply with FAR Part 31 and DFARS Part 231 cost principles and federal data management and sharing requirements aligned with FAIR principles.
Funding recommendations are issued within 180 days of submission. The Assistance Listing is CFDA 12.420, Military Medical Research and Development.
