About this opportunity

The National Institutes of Health seeks applications for the Blueprint Neurotherapeutics Network (BPN): Biologic-based Drug Discovery and Development for Disorders of the Nervous System under cooperative agreement authority (UG3/UH3), with an application due date of August 18, 2027. The program supports preclinical discovery and development of potential therapeutic biologic products, including large biologic macromolecules (proteins, antibodies, peptides), gene-based therapies (oligonucleotide- and viral-based), cell therapies, and emerging therapies (microbial and microbiome) for nervous system and neuromuscular disorders, advancing candidates from lead optimization through Phase I clinical testing.

Eligible applicants include nonprofit and for-profit organizations, small businesses, higher education institutions (public and private), state and local governments, tribal governments (federally and non-federally recognized), special district governments, and Indian housing authorities. The announcement also welcomes applications from Alaska Native and Native Hawaiian Serving Institutions, HBCUs, Hispanic-serving Institutions, Tribally Controlled Colleges and Universities, AANAPISIs, faith-based and community-based organizations, U.S. territories and possessions, and non-domestic entities.

Awardee institutions retain assignment of intellectual property rights for biotherapeutic candidates developed under the program and gain assignment of IP rights from NIH contract research organizations (CROs) specializing in manufacturing, scaling, pharmacokinetics, toxicology, and Phase I clinical testing. Applicants may collaborate with NIH-funded consultants and augment projects with these specialized CRO services.

The opportunity operates under multiple CFDA numbers reflecting participating NIH institutes: Mental Health Research Grants (93.242), Alcohol Research Programs (93.273), Drug Use and Addiction Research Programs (93.279), Environmental Health (93.113), Oral Diseases and Disorders Research (93.121), Extramural Research Programs in the Neurosciences and Neurological Disorders (93.853), Research and Training in Complementary and Integrative Health (93.213), Aging Research (93.866), and Vision Research (93.867).

Synopsis

The Blueprint Neurotherapeutics Network for Biologics (BPN-Biologics) provides support for biologic-based therapeutic discovery and development, from lead optimization through phase I clinical testing. This Funding Opportunity Announcement (FOA) supports preclinical discovery and development of potential therapeutic Biotechnology Products and Biologics including, but not limited to, large biologic macromolecules, (e.g., proteins, antibodies, and peptides), gene-based therapies (i.e., oligonucleotide- and viral-based), cell therapies, and novel emerging therapies (e.g., microbial and microbiome therapies). Applicants will collaborate with NIH-funded consultants and can augment their project with NIH contract research organizations (CROs) that specialize in manufacturing, scaling, pharmacokinetics, toxicology, and Phase I clinical testing. BPN-Biologics awardee institutions retain their assignment of IP rights and gain assignment of IP rights from the BPN-Biologics contractors (and thereby control the patent prosecution and licensing negotiations) for biotherapeutic candidates developed in this program.

Eligibility

Other Eligible Applicants include the following: Alaska Native and Native Hawaiian Serving Institutions; Asian American Native American Pacific Islander Serving Institutions (AANAPISISs); Eligible Agencies of the Federal Government; Faith-based or Community-based Organizations; Hispanic-serving Institutions; Historically Black Colleges and Universities (HBCUs); Indian/Native American Tribal Governments (Other than Federally Recognized); Non-domestic (non-U.S.) Entities (Foreign Organizations); Regional Organizations; Tribally Controlled Colleges and Universities (TCCUs) ; U.S. Territory or Possession.
