Up to $6,805,353 in total funding is available across anticipated awards of up to 7 grants, with individual award amounts up to $1,100,000 over a 36-month performance period beginning October 1, 2026. The program is authorized under the Second Chance Act of 2007 and the First Step Act of 2018 (Pub. L. No. 90-351, Title I, Sec. 2976; 34 U.S.C. § 10631). Eligible applicants include state governments, county governments, city or township governments, special district governments, Native American tribal governments (federally and non-federally recognized), and other units of local government.

Applications require a two-step submission process with deadlines on September 24, 2026 (SF-424 form via Grants.gov by 11:59 p.m. ET) and October 1, 2026 (complete application via JustGrants by 8:59 p.m. ET). A mandatory 50% cost share (match) requirement applies to all applications, though waivers may be granted for fiscal hardship upon written request. Applicants must submit a 10-page proposal narrative addressing need (5%), project goals and objectives (15%), project design and implementation (35%), and organizational capabilities (30%), plus a required budget narrative. Additional required components include a Memorandum of Understanding with project partners, timeline, and the Mandatory Chief Executive Assurance to Collect and Report Recidivism Indicator Data. Grantees must develop a comprehensive strategic reentry plan, establish a Reentry Task Force, implement interventions targeting high-risk populations, and submit performance reports including recidivism outcomes. Priority consideration is given to applicants partnering with local evaluators, focusing on areas with disproportionate offender populations, implementing graduated sanctions for probation violations, targeting moderate to high-risk individuals, and serving populations with histories of homelessness, substance abuse, or mental illness.

1. BASIC INFORMATION

Purpose of the Funding

The Office of Justice Programs (OJP) is committed to advancing work that furthers the

U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Smart Reentry

Demonstration Program. This opportunity supports state, local, and tribal governments to implement comprehensive and collaborative reentry strategies to increase the likelihood of successful reentry for people returning to communities from adult correctional facilities, and to establish or expand a program or service (“intervention”) to reduce recidivism. Interventions may address a variety of needs related to reentry as outlined in section 101, subsection (b) of the Second Chance Act (34 USC §10631 –

Adult and juvenile offender state and local reentry demonstration projects).

The Second Chance Act (SCA) of 2007 and the First Step Act of 2018 authorize federal grants to facilitate reentry services and programs for people leaving incarceration. In FY

2026, BJA is releasing six NOFOs to support adults reentering the community and enhance public safety in different ways. Applicants are welcome to seek funding through more than one NOFO. https://bja.ojp.gov/program/sca-programs/overview.

Statutory Authority

Pub. L. No. 90-351, Title I, Sec. 2976 (codified at 34 U.S.C. 10631); Department of

Justice Appropriations Act, 2026 (Pub. L. No. 119-74, 140 Stat. 5, 32, para. 13)

Agency Funding Priorities

To help meet its mission, OJP may give priority consideration to applications proposing

(as applicable within the scope of this NOFO) projects designed to advance the goals listed below:

(a) Directly supporting law enforcement operations (including immigration law enforcement operations);

(b) Combatting violent crime;

(c) Supporting services to American citizens;

(d) Protecting American children; and

(e) Supporting American victims of trafficking and sexual assault.

Priority consideration will also be given under this NOFO for state/local law enforcement efforts that are coordinated with federal law enforcement efforts through: (i) established and full participation in, or (ii) commitment to enter into and fully participate in a 287(g) partnership and/or a Homeland Security Task Force (HSTF). To request priority consideration, applicants must provide a letter of support from DOJ through the U.S.

Attorney's Office's Lead HSTF Attorney (for the applicable HSTF), certifying the applicant is currently or intends to participate in HSTF activities or major DOJ operations; with respect to a 287(g) partnership, the applicant must provide documentary evidence that it is already an established 287(g) partner, or else, evidence of a bona fide commitment to engage in such a partnership.

U.S. Department of Justice | Office of Justice Programs | Bureau of Justice Assistance | 6

In addition to the Agency priorities, listed above, additional priority considerations are:

1. A commitment to partner with a local evaluator to identify and analyze data that will (a) enable the grantee to target the intended offender population, (b) serve as a baseline for purposes of the evaluation, and (c) provide for an independent evaluation that includes, to the maximum extent possible, random assignment and controlled studies to determine the effectiveness of programs;

2. Focus on geographic areas with a disproportionate population of offenders released from prisons or jails;

3. Include a commitment to review the process by which the applicant adjudicates violations of parole, probation, or supervision following release from prison or jail, taking into account public safety and the use of graduated, community-based sanctions for minor and technical violations of parole, probation, or supervision;

4. Target people assessed as moderate and high-risk for recidivism through validated assessment tools for intervention; or

5. Target people with histories of homelessness, substance abuse, or mental illness for intervention.

Note: Addressing these priorities is one of many factors that OJP considers in making funding decisions. Receiving priority consideration does not guarantee funding.

Unallowable Activities: The following are certain unallowable costs and certain activities that are out of the program scope and will not be funded.

1. Out of program scope is any program or activity, at any tier that, directly or indirectly, violates (or promotes or facilitates the violation of) federal immigration law (including 8 U.S.C. § 1373) or impedes or hinders the enforcement of federal immigration law—including by failing to comply with 8 U.S.C. § 1373, give access to DHS agents, or honor DHS requests and provide requested notice to DHS agents.

2. Out of program scope is any program or activity, at any tier that violates any applicable Federal civil rights or nondiscrimination law. This includes violations that (1) indirectly violate the law, including by promoting or facilitating violations;

or (2) unlawfully favor individuals in any race or protected group, including on a majority or minority, or privileged or unprivileged, basis, within a given area, population, or sector.

3. As specified in the DOJ Grants Financial Guide, in Chapter 3.13 “Unallowable

Costs” (“Legal Services for Aliens”), any obligations of funds, at any tier, under this award to provide (or to support the provision of) legal services to any removable alien or any alien otherwise unlawfully present in the United States shall be unallowable costs for purposes any award made under this notice, but the foregoing shall not be understood to apply: (1) to legal services to obtain protection orders for victims of crime; or (2) to immigration-related legal services https://www.ojp.gov/doj-financial-guide-2024

U.S. Department of Justice | Office of Justice Programs | Bureau of Justice Assistance | 7 that may be expressly authorized or required by any law, or any judicial ruling, governing or applicable to the award.

Goals and Objectives of This Funding Opportunity

Goal: Implement a plan for comprehensive approaches to reentry that reduces recidivism and enhances public safety.

• Objective 1: Identify a target population of people returning to communities from adult correctional facilities that drives recidivism rates.

• Objective 2: Implement a reentry program that addresses identified factors that inhibit successful reentry in collaboration with state or local government agencies, nonprofit organizations, or other stakeholders.

• Objective 3: Assess the impact of the reentry program by tracking outcomes for those in the target population and identify patterns in the factors driving success or failure.

For a description of how awards under this NOFO will contribute to achieving these goals and objectives, see the Performance Reports section below.

Expected Outcomes

OJP expects recipients to submit deliverables and performance reports, as described below. Read the Application Resource Guide for more information. OJP will measure success by reviewing a recipient’s submission of performance reports and data and the extent to which project implementation reflects progress toward the goals and objectives of this NOFO.

Deliverables

Recipients will be expected to submit the following:

• A comprehensive strategic plan for adult reentry, due within three months of budget approval by BJA, that reflects:

o input from a wide range of stakeholders;

o needs of the reentry population;

o programs, services, and resources available and needed to meet them;

o recidivism rates and reduction targets for the overall population as well as specifically for a subpopulation (e.g., young adults, people with histories of housing instability, people returning to a particular zip code) that drives the overall recidivism rate;

o documentation of a Reentry Task Force or other relevant convening authority comprised of relevant state, tribal, territorial, or local leaders as well as representatives of relevant agencies, service providers, nonprofit organizations, and stakeholders that examine ways to pool resources to promote lower recidivism rates and minimize the harmful effects of incarceration on families and communities.

U.S. Department of Justice | Office of Justice Programs | Bureau of Justice Assistance | 8

• A plan to establish or expand an intervention to address reentry needs of a subpopulation that drives recidivism rates that includes:

o a description of the role of the applicant, other governmental agencies and organizations will play, how they will be coordinated;

o the evidence-based methodology and outcome measures that will be used to evaluate the intervention;

o input of and planned coordination with communities and stakeholders, including persons in the fields of public safety, corrections, housing, health, education, substance abuse, children and families, victims’ services, employment, business, and nonprofit organizations that can provide reentry services; and o a long-term strategy to fund the program after federal funding is discontinued.

• A final report memorializing efforts to evaluate the overall strategy and/or intervention that assesses inmate reentry needs and measurable annual and 3-year performance outcomes and that uses, to the maximum extent possible, randomly assigned and controlled studies, or rigorous quasi-experimental studies with matched comparison groups, to determine effectiveness.

• Final Performance Report (see below) to include recidivism outcomes as noted in

Appendix A.

Performance Reports

OJP requires recipients to submit regular performance reports that communicate progress toward achieving Program Goals and Objectives. Read information on performance reporting.

Award recipients will receive further guidance on post award reporting requirements.

Cost Sharing (Match) Requirements

This funding opportunity requires cost sharing (match) from the award recipient. Read the DOJ Grants Financial Guide for additional definitions and requirements of cost sharing (match), including the allowable sources of both in-kind and cash cost sharing.

Recipients must satisfy this cost sharing (match) requirement with cash and/or in-kind contributions.

Explanation of the Calculation

This funding opportunity requires a 50% match based on the total project costs. Federal funds awarded may not cover more than 50%, and you must cover at least 50% of the total project costs.

Match Waiver

Pursuant to an appropriations provision (Pub. L. No. 119-74, 140 Stat. 5, 38), the match may be waived for fiscal hardship upon request by a grantee. To be considered for a https://www.ojp.gov/funding/apply/ojp-grant-application-resource-guide#general-information-about-post-federal-award-reporting-requireme https://www.ojp.gov/funding/financialguidedoj/iii-postaward-requirements#12-0

U.S. Department of Justice | Office of Justice Programs | Bureau of Justice Assistance | 9 match waiver, a letter of request signed by the Authorized Representative must be submitted with the application describing the fiscal hardship. Fiscal hardship may be defined in terms related to reductions in overall correctional budgets, furloughing or reductions in force of correctional staff, or other similar documented actions which have resulted in severe budget reductions. A match waiver request must be submitted as a separate attachment to the application, submitted through JustGrants, and titled as the

“Match Waiver.”

Read the Application Resource Guide for steps on calculating the amount of match based on your budget.
