About this opportunity
The Department of Energy's (DOE) National Energy Technology Lab is offering the Bipartisan Infrastructure Law - Carbon Dioxide Transportation Infrastructure Finance and Innovation (CIFIA) Program: Future Growth Grants (Section 40304). This $500 million funding opportunity aims to support the design, development, construction, and installation of large-capacity, common-carrier carbon dioxide (CO2) transport infrastructure projects. Eligible applicants must propose a "Base Project" with committed CO2 supply and offtake, as well as an "Expanded Project" with additional capacity to accommodate future growth. The federal government will cover up to 80% of the cost differential between the Base and Expanded Projects. Applications are due by October 30, 2024, and DOE expects to make award selections in February 2025.
The CIFIA Program was appropriated $2.1 billion to provide federal financing for large-scale CO2 transportation infrastructure. Individual awards under this opportunity may range from $31.25 million to $125.5 million. Projects must be performed in the United States and transport anthropogenic CO2 from multiple sources to conversion or geologic storage facilities. Funding is provided through the Fossil Energy Research and Development program (CFDA 81.089).
