About this file

This is Amendment 005 to a Department of Energy (DOE) Funding Opportunity Announcement (FOA) for the Carbon Dioxide Transportation Infrastructure Finance and Innovation (CIFIA) Program's Future Growth Grants, funded through the Bipartisan Infrastructure Law. The FOA will provide $500 million over 5 years to develop large-scale common carrier carbon dioxide transportation infrastructure projects that can transport at least 1 million metric tons of anthropogenic CO2 annually.

The FOA establishes four review periods in 2025-2026, with Letters of Interest due February 17, May 15, August 18, and November 18, 2025, followed by full applications due April 1, July 1, October 1, and January 2, 2026 respectively. Projects must be structured in three phases: Phase 1 (12-18 months) for detailed planning, Phase 2 (1-2 years) for development and permitting, and Phase 3 (1-3 years) for construction and commissioning. Applicants must demonstrate their project includes both a Base Project with firm CO2 supply/offtake commitments and an Expanded Project to accommodate future growth. The federal share will cover up to 80% of the cost differential between the Base and Expanded Projects. Eligible applicants include domestic entities, state/local governments, and Indian Tribes. Projects must be performed in the United States and transport CO2 from anthropogenic sources to conversion sites or geologic storage facilities.

• Awards issued under this Funding Opportunity Announcement will adopt the 2024 Revisions to 2 CFR 200. Applicants may review a summary of changes at CFO.gov | Uniform Guidance:

Title 2 of the Code of Federal Regulations. The flexibilities provided by the 2024 Revisions should be considered in application preparation.

• The FOA will remain open for a period of approximately one year. During this open period, applicants may submit Letters of Interest and Full Applications during one of the four (4) Review Periods provided in the table above.

• Review periods two through four are subject to the availability of funding. There is no guarantee that the FOA will remain open for these review periods.

https://www.cfo.gov/coffa/uniform-guidance-coffa/ https://www.cfo.gov/coffa/uniform-guidance-coffa/

• Applicants must submit a Letter of Interest by 5:00pm ET on the due date listed above to be eligible to submit a Full Application for each Review Period. Failure to submit a Letter of Interest by the date and time listed for the Review Period automatically disqualifies a potential applicant from being considered for that Review Period. Letters of Interest submitted after the Review Period deadline will still be evaluated for eligibility and if deemed eligible an Applicant will be invited to submit a Full Application for a subsequent review period.

• All materials must be submitted for a Full Application by the date specified for the Review Period. Failure to submit a Full Application by the specified deadline will automatically push Full Application review to the subsequent Review Period.

• To apply to this FOA, applicants must register with and submit application materials through Grants.gov at https://www.grants.gov/.

• Applicants must designate primary and backup points-of-contact with whom DOE will communicate to conduct award negotiations. If an application is selected for award negotiations, it is not a commitment to issue an award. It is imperative that the applicant/selectee be responsive during award negotiations and meet negotiation deadlines. Failure to do so may result in cancelation of further award negotiations and rescission of the selection.

Notice to Applicants of Registration Requirements

There are several one-time actions that must be completed before submitting an application in response to this Funding Opportunity Announcement (FOA) (e.g., register with the System for Award Management (SAM), obtain a Unique Entity Identifier (UEI) number, register with Grants.gov, and register with FedConnect.net to submit questions). It is vital that applicants address these items as soon as possible. Some may take several weeks, and failure to complete them could interfere with an applicant’s ability to apply to this FOA.

➢ SAM – Each applicant a is required to: (1) register in the SAM at https://www.sam.gov/ before submitting an application; (2) provide a valid UEI number in the application; and

(3) maintain a current and active SAM registration at all times during which it has an active Federal award as a recipient tor an application or plan under consideration by a Federal awarding agency. The applicant or recipient must review and update its information in SAM.gov annually from the date of initial registration or subsequent updates to ensure it is current, accurate, and complete (unless the applicant is exempt from those requirements under 2 CFR 25.110). DOE may not make a Federal award to an applicant until the applicant has complied with all applicable UEI and SAM requirements. If an applicant has not fully complied with the requirements by the time DOE is ready to make a Federal award, DOE will determine that the applicant is not qualified to receive a Federal award and use that determination as a basis for making a Federal award to another applicant.

Due to the high demand of SAM registrations and UEI requests, entity legal business name and address validations are taking longer than expected to process. Entities should start the SAM and UEI registration process as soon as possible. If entities have technical difficulties with the SAM registration or UEI validation process they should utilize the HELP feature on SAM.gov. SAM.gov will work entity service tickets in the order in which they are received and asks that entities not create multiple service tickets for the same request or technical issue. Additional entity validation resources can be found here: GSAFSD Tier 0 Knowledge Base - Validating your Entity.

➢ UEI – Applicants must obtain an UEI from the SAM to uniquely identify the entity. The UEI is available in the SAM entity registration record.

NOTE: Subawardees/subrecipients at all tiers must also obtain an UEI from the SAM and provide the UEI to the Prime Recipient before the subaward can be issued. Full registration in SAM is not required to obtain an UEI for subaward reporting.

➢ Grants.gov – Applicants must register with Grants.gov at https://www.grants.gov/register to set up your WorkSpace. An applicant cannot submit an application through Grants.gov unless an applicant is registered. Please read the registration requirements carefully and start the process immediately.

https://www.sam.gov/ https://sam.gov/content/help https://sam.gov/content/home https://www.fsd.gov/gsafsd_sp?id=kb_article_view&sysparm_article=KB0058422&sys_kb_id=1b5f22581b2115102fe5ed7ae54bcb4e&spa=1 https://www.grants.gov/register ii

1) The Authorized Organizational Representative (AOR) must register at:

https://grants.gov/register.

2) An email is sent to the E-Business (E-Biz) POC listed in SAM.

More information about the registration steps for Grants.gov is provided at:.

https://apply07.grants.gov/help/html/help/index.htm?callingApp=custom#callingAp p=custom&t=Register%2FRegister.html.

In addition:

o Add a Profile to a Grants.gov Account: A profile in Grants.gov corresponds to a single applicant organization the user represents (i.e., an applicant) or an individual applicant. If you work for or consult with multiple organizations and have a profile for each, you may log in to one Grants.gov account to access all of your grant applications. To add an organizational profile to your Grants.gov account, enter the UEI for the organization in the UEI field while adding a profile.

For more detailed instructions about creating a profile on Grants.gov, refer to:

https://apply07.grants.gov/help/html/help/index.htm?callingApp=custom#callin gApp=custom&t=Register%2FAddProfile.htm&rhsearch=Add%20a%20profile o EBiz POC Authorized Profile Roles: After you register with Grants.gov and create an Organization Applicant Profile, the organization applicant's request for Grants.gov roles and access is sent to the EBiz POC. The EBiz POC will then log in to Grants.gov and authorize the appropriate roles, which may include the AOR role, thereby giving you permission to complete and submit applications on behalf of the organization. You will be able to submit your application online any time after you have been assigned the AOR role.

NOTE: When applications are submitted through Grants.gov, the name of the organization applicant with the AOR role that submitted the application is inserted into the signature line of the application, serving as the electronic signature. The EBiz POC must authorize people who are able to make legally binding commitments on behalf of the organization as a user with the AOR role;

this step is often missed and it is crucial for valid and timely submissions.

Questions relating to the registration process, system requirements, or how an application form works must be directed to Grants.gov at 1-800-518-4726 or support@grants.gov.

➢ FedConnect.net – Applicants must register with FedConnect to submit questions.

I. Funding Opportunity Description

A. Background and Context

The Office of Fossil Energy and Carbon Management (FECM) is issuing this Funding Opportunity Announcement (FOA). Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act,1 more commonly known as the Bipartisan Infrastructure Law (BIL).

BIL is a once-in-a-generation investment in modernizing and upgrading American infrastructure to enhance U.S. competitiveness, drive the creation of good-paying jobs with a free and fair chance to join a union, tackle the climate crisis, and ensure strong access to economic, environmental, and other benefits for disadvantaged communities.2 BIL appropriates more than $62 billion to the U.S. Department of Energy (DOE)3 to invest in American manufacturing and workers; expand access to energy efficiency and clean energy; deliver reliable, clean, and affordable power to more Americans; and demonstrate and deploy the technologies of tomorrow through clean energy demonstrations.

DOE’s BIL investments will support efforts to build a clean and equitable energy economy that achieves a zero-carbon electricity system by 2035, and to put the United States on a path to achieve net-zero emissions economy-wide by no later than 20504 to benefit all Americans.

FECM through BIL appropriations will invest a minimum of $500 million for this FOA, or more in Fiscal Years (FYs) through 2026 based on availability of funds. These

The activities to be funded under this FOA support BIL section 40304 and the broader government-wide approach to spur development of shared infrastructure projects, including pipelines, rail transport, ships and barges, and ground shipping, that connect anthropogenic sources of carbon dioxide with endpoints for its conversion or geologic storage. Investments to finance projects that build shared transport infrastructure to move CO2 from points of capture to CO2 conversion sites or geologic storage facilities will maximize the benefits of the clean energy transition as the nation works to curb the climate crisis, empower workers, and advance environmental justice. These BIL sections are focused on:

▪ BIL section 40304 (42 U.S.C. § 16374)

Section 999D of Title IX of the Energy Policy Act of 2005, added by BIL section 40304 (42 U.S.C. § 16374), authorizes the Secretary of Energy to provide Future Growth Grants (referred to herein as FGG) as part of the CIFIA program. Approximately $500 million dollars of CIFIA program funding will be used to support this FGG FOA. The CIFIA legislation authorizes FGG to pay a portion of the cost differential with respect to a projected and probable future increase in demand for CO2 transportation by a large-capacity, common carrier infrastructure project. The cost differential is defined as the difference between:

a. the cost of constructing the infrastructure asset with the capacity to transport an increased flow rate of CO2, as made practicable under the project; and

b. the cost of constructing the infrastructure asset with the capacity to transport CO2 at the flow rate initially required, based on commitments for the use of the asset5.

i. Program Purpose

This FOA supports the administration goals laid out above by funding the design, development, construction, and installation of infrastructure for large-volume CO2 transport by a variety of modes, such as through pipelines, rail, trucks, and ships and barges. As part of the CIFIA program, this FGG FOA is intended to provide financial assistance for developing and building CO2 transport capacity that may not be contracted and utilized in the initial years of operation of the CO2 transport system but is reasonably likely to become available when CO2 suppliers such as carbon capture and Direct Air Capture (DAC) facilities are developed and come online and/or when CO2 conversion sites or geologic storage facilities come online.

5 42 U.S.C. § 16374 https://uscode.house.gov/view.xhtml?req=(title:42%20section:16374%20edition:prelim)

Significant economies of scale can be achieved if additional up-front investments are made to “oversize” CO2 transport infrastructure capacity to accommodate potential CO2 supplies that are not yet under contract. However, private financing for uncontracted infrastructure investments is often difficult or impossible to obtain. Investments in additional capacity provided by FGG could also help avoid future construction of additional transport infrastructure (e.g., separate redundant transport networks) and associated environmental impacts.

Transport projects funded by a FGG must transport CO2 derived only from anthropogenic sources (which could include CO2 derived by direct capture from ambient air) and must ultimately deliver CO2 to conversion sites or geologic storage facilities. The transport system must connect, either directly or indirectly, to two or more anthropogenic CO2 sources, and to one or more conversion sites or geologic storage facilities. DOE may give priority to projects sited in different regions that will provide DOE with increased understanding of the diversity of CO2 transport costs, transport modes, transport network configurations, technical, regulatory, and commercial considerations to inform DOE’s Research and Development (R&D) strategy and to encourage commercial-scale deployment of Carbon Capture and Sequestration (CCS) and Carbon Dioxide Removal (CDR). Additionally, infrastructure projects funded by FGG will be required to demonstrate that they are common carrier infrastructure that support the integration of multiple sources of CO2.

As part of the whole-of-government approach to advance equity and encourage worker organizing and collective bargaining,6, 7, 8 and in alignment with BIL sections 40304, this FOA and any related activities will seek to encourage meaningful engagement and participation of workforce organizations, including labor unions, as well as underserved groups and disadvantaged communities, including Federally Recognized Indian Tribes. Consistent with Executive Order (EO) 14008,9 this FOA is designed to help meet the goal that 40% of the overall benefits of certain federal investments flow to disadvantaged communities, as defined pursuant to the Executive Order10, and to drive creation of accessible, good-paying jobs with the free and fair chance for workers to join a union.

ii. Technology Space and Strategic Goals

The intent of this FOA is to award projects that have a reasonable prospect of increased future growth in the demand for transportation of CO2, but that lack the contractual commitments to secure capital to deploy such infrastructure.

Large common-carrier CO2 transport infrastructure shares similar barriers to deployment previously faced by other types of critical national infrastructure, such as high capital costs, short-term demand and utilization uncertainty, and chicken-and-egg challenges. This FOA is focused on the design and construction of large-capacity, common-carrier CO2 transport projects (e.g., pipelines, rail, shipping, and other transport methods) that will spur the development of regional transport networks needed to move CO2 from anthropogenic sources to CO2 conversion locations and/or to geologic storage facilities, with an emphasis on projects with geographic diversity and a probable, yet to be contracted, future increase in demand. Detailed technical descriptions of the specific Topic Areas are provided in the sections that follow.

B. Areas of Interest

i. Area of Interest 1 – CIFIA FGG Project in conjunction with a Base

Project funded by a LPO CIFIA Loan

The overall purpose of AOI 1 is to construct uncontracted and uncommitted expanded CO2 transport capacity using a CIFIA FGG in conjunction with contracted and committed base CO2 transport capacity that is financed through an LPO CIFIA Loan11. Interested parties to the CIFIA Program may apply for both an LPO CIFIA Loan and CIFIA FGG, to construct a Base Project and Expanded Project, respectively. For projects seeking a CIFIA FGG, with an LPO CIFIA Loan to finance the Base Project, Applicants must describe:

recognizes disadvantaged communities as the census tracts identified as disadvantaged by the White House Council on Environmental Quality’s Climate and Economic Justice Screening Tool (CEJST), located at https://screeningtool.geoplatform.gov/,https://screeningtool.geoplatform.gov/ , as well as all Federally Recognized Tribes (whether or not they have land). a. a Base Project consisting of a large-capacity, common carrier12 infrastructure that will transport quantities of captured CO2, (from anthropogenic sources or the ambient air), financed under the terms and conditions of an LPO Loan;

and

b. an Expanded Project consisting of a large-capacity, common carrier infrastructure with the capacity to transport an increased flow rate of CO2 compared to the Base Project5.

The Base Project must be a stand-alone project that meets all CIFIA Program eligibility requirements13. Applicants are strongly encouraged to consult “Section II. Eligibility” and “Attachment G – Letter of Interest Requirements for Future Growth Grants” of the CIFIA Program Guide (Found at Carbon Dioxide Transportation Infrastructure) released by the LPO for more information on Base Project eligibility requirements.

Applicants interested in an LPO CIFIA Loan to finance a Base Project should consult with the DOE LPO for more information. Applicants pursuing an LPO CIFIA Loan to fund the Base Project must have submitted a full CIFIA Loan application to LPO prior to application for the CIFIA FGG FOA. Applicants who do not submit a CIFIA Loan application to LPO prior to applying for the CIFIA FGG FOA will not be considered for award.

ii. Area of Interest 2 – CIFIA FGG Project in conjunction with a Base Project that has secured funding

The overall purpose of AOI 2 is to construct uncontracted and uncommitted expanded CO2 transport capacity using a CIFIA FGG in conjunction with contracted and committed base CO2 transport capacity that is funded by means other than the CIFIA program. Interested parties to the CIFIA Program may use non-CIFIA funding and a CIFIA FGG, to construct a Base Project and Expanded Project, respectively. For projects seeking a CIFIA FGG, with non-CIFIA funding financing the Base Project, Applicants must describe:

c. a Base Project consisting of a large-capacity, common carrier12 above infrastructure that will transport quantities of captured CO2, (from anthropogenic sources or the ambient air) for which firm commercial commitments are in place for CO2 supply and offtake; and

d. an Expanded Project consisting of a large-capacity, common carrier12infrastructure with the capacity to transport an increased flow rate of CO2 compared to the Base Project.

12 42 U.S.C. § 16371(2).

13 42 U.S.C. § 16372.

The Base Project must be a stand-alone project that meets all CIFIA Program eligibility requirements13 except for LPO Loan Repayment.

Applicants utilizing Non-CIFIA funding for the Base Project must have secured funding needed for the Base Project and have firm commitments for CO2 supply and offtake for the Base Project capacity at the time of application to the FOA. In this context ‘secured funding’ means that the Base Project has funds on hand and immediately available to begin construction of the Base Project.

iii. General Information for All Areas of Interest

This FOA will fund projects that support and accelerate the development of CO2 transport by a variety of modes, such as through pipelines, rail, trucks, and ships or barges. The CO2 must be derived only from anthropogenic sources (which could include CO2 derived by direct capture from ambient air) and must ultimately be delivered to CO2 conversion sites or geologic storage facilities.

Applicants must propose to develop a common carrier CO2 transport system that, either by itself or integrated within a larger transport network, is capable of transporting anthropogenic CO2 from two or more carbon capture sources to one or more CO2 conversion sites or geologic storage facilities. Carbon capture sources may include a combination of CO2 removal (e.g., DAC and biomass carbon removal and storage (BiCRS)), and point sources (e.g., industrial and power generation). Carbon dioxide may be transported to a combination of one or more geologic storage location(s) and/or one or more CO2 conversion location(s). DOE will give priority to projects using anthropogenic CO2 paired with geologic storage or CO2 conversion. DOE plans to give priority to projects sited in different regions that will provide DOE with an increased understanding of the diversity of CO2 transport costs, transport modes, transport network configurations, and technical, regulatory, and commercial considerations that will inform DOE’s R&D strategies and encourage commercial-scale deployment of CCS and CDR.

CO2 transport systems described in the Base Project and Expanded Project must consist of a transport network that is physically connected by way of pipeline, rail, road, and/or body of water. Applicants may propose projects that use one or multiple modes of CO2 transport infrastructure (e.g., pipelines, rail, truck, ships or barge). Existing infrastructure that is currently transporting CO2 does not qualify as a Base Project; however, re-purposing existing infrastructure for CO2 service does qualify as a Base Project.

Examples of projects for which applications for FGG will be accepted include but are not limited to:

Example 1

• The Base Project is a transport system that includes a trunk pipeline 24 inches in diameter and 600-miles long.

• The Expanded Project follows the same route as the Base Project but includes a 30-inch diameter trunk pipeline (in place of the 24-inch pipeline) or a looped 18-inch pipeline and any additional infrastructure (e.g., pumping stations) necessary to accommodate future CO2 receipts or delivery points along the length of the trunk line.

Example 2

• The Base Project is a transport system that includes multiple interconnected pipelines across a four-state area but does not have full utilization of the transport system capacity.

• The Expanded Project includes the same pipeline network as the Base Project, but also consists of additional pipelines connected to the network to accept CO2 from new sources and higher capacity pumping stations on the Base Project pipeline. These new CO2 sources would expand the overall transport system’s capacity.

Example 3

• The Base Project is a transport system that includes a trunk pipeline 24-inches in diameter and 600-miles long but does not have full utilization of the transport system capacity.

• The Expanded Project includes the same trunk pipeline as the Base Project, but also consists of a combination of rail spur(s), intermodal transfer facilities, and associated transport vehicles (rail, cars, or trucks) that can deliver additional CO2 to the trunk line and/or offload delivery by truck or rail to CO2 conversion/geologic storage facilities.

Example 4

• The Base Project is a transport system that delivers CO2 to a geologic storage site located onshore near a United States seaport.

• The Expanded Project includes the same transport system as the Base

Project, but also consists of infrastructure at the seaport that has the capacity to load the CO2 from the Base Project and additional volumes of CO2 from other transport systems onto marine vessels for delivery to offshore geologic storage or conversion locations, along with the infrastructure on those vessels (tanks, compressors, etc.) needed to accommodate CO2.

Each application must describe a unique combination of a single Base Project and a single Expanded Project. Applications that include “options” for two or more Expanded Projects that build upon the same Base Project will not be accepted. Applicants may submit more than one application in which the identical Base Project is described, however the Expanded Projects described in each unique application must be completely different from each other.

Applicants to the FOA must demonstrate that the proposed infrastructure for both the Base and Expanded Projects can reasonably be expected to be used during the 20-year period beginning on the date of substantial completion of the Expanded Project. “Substantial completion” means either that (a) the project has begun to transport CO2 or (b) an event has occurred during the project that is comparable to (a), as determined by the Secretary and as specified in the financial assistance agreement.

Each selected Applicant to the FOA will negotiate a Financial Assistance Agreement with DOE-NETL to receive a FGG award. The total value (cost) of the FGG will be the difference between the total cost of the Expanded Project and the total cost of the Base Project. The federal share of the FGG will be a maximum of 80% of the total value of the FGG. The Recipient and/or its non-federal partner(s) in the Expanded Project will be required to pay at least 20% of the total cost of the FGG.

The transport system may consist of one or multiple modes of transport and may include onshore, offshore, or a combination of onshore and offshore infrastructure. CO2 transported by multiple modes of transport is considered multimodal transportation. If the CO2 is transported using standardized containers, where the tank containing the CO2 is transferred between modes (i.e., from a railcar to a barge), then the transport is considered intermodal transportation. A transport system may include one or multiple transfer facilities to transport CO2 from its receipt point to its delivery point. (Note – In this FOA, a transfer facility is defined as a facility that receives anthropogenic CO2 from one or more transport modes and performs any of the operations (e.g., metering, purification, dehydration, liquefaction, storage, pumping, loading/unloading, etc.) necessary to continue transporting the CO2 to its delivery point(s). A transfer facility is typically bounded by a facility fence line).

The Base Project must transport a minimum of one million metric tons (MMT) of anthropogenic CO2 annually within or across the system boundaries shown in Figure 1.

The boundaries of the transport system are defined as:

a. The furthermost downstream point at the CO2 capture facilities;

b. The furthermost upstream point at the CO2 conversion location(s); and

c. The furthermost upstream point at the CO2 storage location(s).
