About this opportunity

The Defense Advanced Research Projects Agency (DARPA) Biological Technologies Office is soliciting proposals that leverage biological properties and processes to revolutionize warfighter protection through the Research and Technology Development program (CFDA 12.910), with an application due date of September 30, 2026. Research resulting primarily in evolutionary improvements to existing technology is explicitly excluded. All responsible sources capable of satisfying government needs may submit proposals, including businesses, educational institutions, and nonprofits; individuals are not eligible.

Proposers must first submit a two-page abstract through the Broad Agency Announcement Tool (BAAT), receive notification, and then submit a full proposal. The technical and management volume is limited to 20 pages. DARPA accepts proposals on a rolling basis. Evaluation criteria in descending order of importance are overall scientific and technical merit, potential contribution and relevance to DARPA mission, offeror capabilities and related experience, plans and capability to accomplish technology transition, and cost realism.

Award instruments include procurement contracts, cooperative agreements, and Other Transaction agreements for research or prototypes. An accelerated award option is available for proposals not exceeding $2,000,000, with DARPA committing to award within 30 days of selection notification; this option requires unclassified effort, unlimited or government purpose rights for data and software, submission of a cost proposal spreadsheet, and supporting documentation for all cost elements.

Cost proposals must be submitted using the DARPA Streamlined Cost Proposal Spreadsheet and must include traceable costs for prime organizations and all subawardees and consultants. Proposals must be valid for a minimum of 120 days. Proposers must obtain appropriate security clearances and approvals for classified submissions. The program typically awards 60 to 90 days after proposal acceptance, with faster timelines for high-priority projects.
