About this opportunity

The Department of Education is soliciting applications for the Basic Needs for Postsecondary Students Program with a June 23, 2026 application deadline and estimated total funding of $10 million across 2–10 grants. The program carries no cost share or matching requirement.

Eligible applicants include institutions of higher education (public and private), consortia or systems of eligible institutions of higher education, and public and private nonprofit organizations and agencies. Awards range from $1 million to $5 million for 48-month project periods, with an average award of $1 million. Intergovernmental review is due August 24, 2026.

The program advances systemic and sustainable solutions to student basic needs insecurity through support programs and reporting on practices that improve student outcomes. Invitational Priority 1 funds projects conducting assessments and providing direct services including housing, food, and emergency financial aid. Invitational Priority 2 funds projects connecting students to work-based learning opportunities including Registered Apprenticeships and credentials in advanced manufacturing, skilled trades, energy, healthcare, and artificial intelligence. A Competitive Preference Priority (0 or 10 points) applies to projects carried out by state educational agencies, state workforce development agencies, state higher education agencies, Indian tribes, or consortia thereof.

Selection criteria total 100 points: need (10 points), quality of project design (45 points), management plan (25 points), and project evaluation (20 points). Performance measures track the percentage of low-income students served, annual persistence rates, degree or certificate completion rates, and changes in basic needs insecurity levels.

Assistance Listing Number is 84.116N under the Fund for the Improvement of Postsecondary Education. Applications must be submitted electronically via Grants.gov and include standard forms, abstract, project narrative (65 pages maximum), budget narrative, supporting documentation, and assurances and certifications.
