About this opportunity

The U.S. Department of Housing and Urban Development's Office of Policy Development and Research is accepting unsolicited research proposals for housing and community development partnerships via cooperative agreements, with applications due by June 9, 2027. Approximately $2 million in federal funding supports an estimated eight awards on a rolling basis. Projects must include matching funds equal to at least 50 percent of the total project cost, as required by statute. No profit is permitted as a line item in budgets.

Eligible applicants include philanthropic entities (501(c)(3) organizations officially funding research or charity work), federal agencies, state and local governments and their agencies, Indian tribes, tribally-designated housing entities, colleges, and universities. Individuals, foreign entities, and sole proprietorships are ineligible. Philanthropic entities must provide documentation proving they fund research or charitable activities; HUD will verify nonprofit status through IRS data.

PD&R prioritizes research on housing affordability, homelessness, industrialized housing production, Opportunity Zones, and outcomes related to work, family, and housing stability for households assisted by HUD. Other topics aligned with HUD's Fiscal Year 2026 Annual Performance Plan and 2026-2030 Strategic Plan are eligible. Proposals must be original, independently developed research plans using strong methodologies consistent with Gold Standard Science principles.

Performance runs from June 10, 2027 through June 10, 2029. HUD will actively participate throughout the project via the cooperative agreement structure to ensure research relevance, sound design, and alignment with Department priorities. Indirect costs may be charged with proper documentation on form HUD-426. Lease or rental of existing space for project activities is an eligible administrative expense, provided facilities require only minimal accessibility alterations and no repairs or renovations are performed using federal funds.
