III. PROGRAM DESCRIPTION

A. Purpose HUD created Research Partnerships to give researchers more flexibility to explore important policy questions and help fill gaps in evidence about housing and community programs.

During the open period of this Notice, HUD can accept unsolicited research proposals that address one or more of HUD's current research priorities through original research using the most rigorous methods feasible and adhering to the tenets of Gold Standard Science (See Executive Order 14303, "Restoring Gold Standard Science" (May 23, 2025)) to the extent possible.

HUD's research priorities outlined in this Notice may appear to overlap with topics included in other HUD funding opportunities. However, proposals submitted under this Notice must be independently conceived and developed by the applicant and must not be prepared in response to, or adapted from, a specific HUD NOFO, funding announcement, or solicitation.

The key distinction is that unsolicited proposals originate from the applicant's own research and are not structured to meet the requirements, evaluation criteria, or scope of any existing or anticipated HUD competition.

HUD will not use this Notice to fund the same work, substantially similar work, or a discrete component of work that is already funded by the Federal Government or that is specifically addressed through another available or anticipated HUD funding mechanism.

Applicants should review Section III.B of this Notice for more information about HUD's research priorities and available resources. To be eligible, an unsolicited proposal must:

1. Be original and innovative,

2. Be developed independently by the applicant (without HUD's direction or help),

3. Include enough detail to show that the research would be useful to HUD,

4. Offer a strong return on investment for federal funds,

5. Not be submitted in response to, or repurposed from, an existing or anticipated HUD funding opportunity,

6. Not be substantially based on or duplicative of a prior federally funded competitive award, and

7. Not be a brief concept paper.

Proposals must be full research plans that clearly show how the work would support one or more of HUD's research priorities and clearly describe the proposed methodology.

HUD expects to execute cooperative agreements with selected applicants under this Notice.

As such, the following examples of HUD substantial involvement are expected:

• Review and final approval of the overall project management plan.

• Review and final approval of the research design, which may include data collection protocols, data collection instruments, and analytic plans.

• Review and approval of any written materials documenting research results.

• Support in identifying available and relevant data assets and facilitating access to select data assets, where feasible.

• Regularly scheduled meetings to discuss project progress.

• Review and approval of any changes in key personnel or employment of any external consultants.

B. Goals and Objectives HUD has identified the following research priority areas to help guide applicants in developing proposals that align with current Departmental and Administration interests. Applicants are not required, but strongly encouraged, to address priority areas, which reflect topics where HUD has identified significant policy relevance and evidence gaps. HUD welcomes proposals that build the evidence base using rigorous research and evaluation approaches and will consider proposals on other topics, provided they demonstrate clear relevance to HUD's mission, programs, and policy objectives.

Priority areas of interest include, but are not limited to:

• Supporting cost-efficient industrialized housing production through research on innovative building technology, innovative financing, and other methods.

• Actions the federal government can take to increase housing affordability for renters and homeowners, with a focus on solutions that do not require additional spending or new programs and/or analyzing federal government policies that worsen the housing affordability crisis.

• Reducing homelessness and increasing community quality of life.

• Best practices for implementing Made in America requirements in housing and community development projects.

• Meeting the housing needs of older adults and persons with disabilities through innovative approaches that do not increase costs to the Federal government.

• Understanding the relationship between housing policy and household decisions around marriage and family formation and current programmatic and policy deterrents to marriage and family formation.

• Identifying innovative approaches to increasing employment and earnings among HUD-assisted tenants and reducing length of stay in assisted housing.

• Supporting the success of Opportunity Zones, including but not limited to quantifying and analyzing Opportunity Zone impacts.

• Understanding the role immigration plays in the housing affordability crisis.

• Analyzing the impact of, and impediments to, faith-based organizations in addressing the housing affordability crisis.

Proposals must also indicate how the research would advance knowledge about the policy priorities in one or more of the President's Executive Orders and Presidential Memoranda, II. Eligibility III. Program Description

E. Indirect Costs If you expect to charge indirect costs to the award, submit the Indirect Cost Information for Award Applicant/Recipient form (HUD-426) with your application.

F. Program History The authority to accept Unsolicited Research Proposals has long been used by the Office of Policy Development and Research to support timely and policy-relevant research that advances HUD's mission. Through this mechanism, PD&R has been able to collaborate with research partners to address emerging policy questions, fill critical evidence gaps, and generate findings that inform program improvements and strengthen housing policy. This Notice reflects an updated emphasis on producing evidence that is actionable and responsive to current policy priorities.

HUD's use of this authority has resulted in research that makes substantial contributions to the Department's evidence-building activities. Examples include studies on long-term economic outcomes for children in assisted housing, the experiences of households leaving housing assistance, major data compilation efforts for the HOPE VI program, advances in building technology such as the use of cold-formed steel, and examinations of how landlord behavior shapes housing opportunity for assisted renters. Reports from these and other Research Partnerships projects are available on HUDUser.

The authority Congress provided to HUD to enter into noncompetitive cooperative agreements for research remains an important tool for advancing PD&R's evidence-building mission. HUD encourages prospective partners to propose research that fills unmet evidence needs, supports emerging policy and program objectives, and leverages HUD's unique data and research assets.

G. Other Information Eligible Activities Eligible activities under this Notice include all research, regulatory, and project management activities that contribute to meeting the objectives with a high degree of quality. Eligible activities include, but are not limited to:

• All research activities required to complete the proposed project, including: the development of a research design, data collection and analysis plan; outreach and communication efforts related to the execution of the research project; data collection and analysis, including data acquisition; development of written products, such as research briefs/reports or policy toolkits; and the communication of findings to stakeholders.

• Engagement with subject matter experts on any aspect of the project, as needed, to bring expertise to enhance the research team's knowledge in critical areas.

• Training or capacity-building activities related to project implementation, including attendance at, and/or participation in, relevant conferences.

• Meeting regulatory requirements for research, such as the engagement of an Institutional Review Board to review and approve data collection instruments and the https://www.ecfr.gov/current/title-2/part-200/section-200.1#p-200.1(Indirect%20cost) https://www.huduser.gov/portal/rp/rese-partnership-reports.html

1. HUD data, analysis, and reporting infrastructure. HUD makes significant investments to improve and support the nation's housing data, so submitting institutions are encouraged to consider opportunities to use HUD-sponsored survey data and administrative data. The American Housing Survey (AHS;

https://www.census.gov/programs-surveys/ahs.html) is one of HUD's largest research investments. The AHS provides a wealth of data on the size and composition of the nation's housing inventory that researchers could use more effectively to address questions about housing market dynamics.

PD&R's grants management staff and the Governmental Technical Representative (GTR) for the cooperative agreement will work closely with awardees to further define deliverables during the project. Final work products must be well-written and adhere to plain language principles. The final research report must be of publishable quality and conform to PD&R's Guidelines on Preparing a Report for Publication. All final work products must be compliant with § 508 of the Rehabilitation Act (29 U.S.C. 794d). HUD may publish the final research deliverable(s) on our website at www.huduser.gov. Following submission of the final product, PD&R encourages grantees to seek additional outlets for publishing and communicating research findings.

Research Assets HUD has made, and continues to make, significant investments in Research Assets, as described below, including program demonstrations and the production of datasets and data linkages. In considering potential research partnerships, HUD urges organizations to consider ways to take advantage of HUD's Research Assets to address data and evidence gaps.

1. HUD administrative data linkages.

1. PD&R has partnered with the National Center for Health Statistics (NCHS) to longitudinally link HUD's administrative records for rental assistance participants with the National Health Interview Survey, the National Health and Nutrition Examination Survey, and associated NCHS linked files for Medicare, Medicaid, and mortality data. These data resources are available through the NCHS research data centers (https://www.cdc.gov/nchs/linked-data/hud/?CDC_AAref_Val=https://www.cdc.gov/nchs/data-linkage/hud.htm).

2. HUD and the Census Bureau have entered into an interagency agreement to link data from demonstrations and administrative systems with survey data and other administrative records. PD&R encourages research partnerships that effectively use data assets through public use data or restricted access arrangements with Census or NCHS research data centers. Further information is available at: https://www.huduser.gov/portal/pdrdatas landing.html.

Data License Proposals and Data-Only Requests. To access restricted-use HUD data without a funding request, researchers may obtain a HUD data license provided their research aligns with HUD priorities. A copy of the data license proposal is available from the HUD USER research portal: https://www.huduser.gov/portal/publications/pdf/data_license.pdf. Proposals may be submitted to HUD by e-mail to DataLicense@hud.gov. Data license proposals will be forwarded to the appropriate PD&R office for review and approval. HUD does not require researchers to obtain a data license to use HUD-National Center for Health Statistics (NCHS) https://www.census.gov/programs-surveys/ahs.html https://www.huduser.gov/portal/About/style-guide-for-reports.pdf https://www.huduser.gov/portal/About/style-guide-for-reports.pdf http://www.huduser.gov https://www.cdc.gov/nchs/linked-data/hud/?CDC_AAref_Val=https://www.cdc.gov/nchs/data-linkage/hud.htm https://www.cdc.gov/nchs/linked-data/hud/?CDC_AAref_Val=https://www.cdc.gov/nchs/data-linkage/hud.htm https://www.huduser.gov/portal/pdrdatas_landing.html https://www.huduser.gov/portal/publications/pdf/data_license.pdf mailto:DataLicense@hud.gov

IV. APPLICATION CONTENTS AND FORMAT

Applications must include three main elements: a) standard forms, assurances, and certifications; b) budget; and c) narratives and other attachments. The content, forms, and format for each element are included in this section.

You may use this section as a checklist to ensure you submit a complete application.

If you don't provide the required documents in the correct format, your application is incomplete.

Do not submit password protected or encrypted files.

Proposals submitted under this Notice must address one research project described in Section III.B of this Notice. Applicants may submit more than one proposal; however, each submission must present an original and distinct research concept that complies with the requirements outlined in Section III. Duplicate or substantively overlapping proposals from the same applicant will not be considered for review or funding.

15 pages is the total maximum length of all narratives.

Other All submitted materials should meet the following formatting requirements, unless otherwise specified in this Notice:

• Font size: Must be 11 points or larger. Smaller text in graphics, figures, graphs, diagrams, and charts is acceptable, as long as it is legible when the page is viewed at 100%. Some PDF conversion software reduces font size. It is important to confirm that the final PDF document complies with the font requirements.

• Line spacing: Single spaced

• Paper Size and Margins: Use paper (page) size no larger than standard letter paper size (8 ½" x 11"). Provide at least one-half inch margins (½") – top, bottom, left, and right – for all pages. No applicant-supplied information can appear in the margins.

• Text color: No restriction. Though not required, black or other high-contrast text colors are recommended since they print well and are legible to the largest audience.

• Orientation: Both portrait and landscape attachments are accepted. However, keep in mind that landscape can be difficult to read online and may require reviewers and staff

• Figures (e.g., Images, Graphics, Charts, Graphs, and Tables): Images and other figures must be readable as printed on an 8.5" x 11" page at normal (100%) scale. The Project Abstract attachment should only include text (no figures).

• Headers and Footers: Do not include headers or footers in your attachments, with the exception of page numbers.

• Hypertext, Hyperlinks, and URLs: Hyperlinks and URLs may not be used to provide information necessary to proposal review. Proposals must be self-contained and reflect the information available at time of review.

• Single versus Multi-Column Page Format: A single-column page format easily adapts to various screen sizes and is highly encouraged. Multi-column formats, especially for information spanning multiple pages, can be problematic for online review.

A. Standard Forms, Assurances, and Certifications You must properly complete and submit with your application the standard forms, assurances, and certifications identified below. You can find all forms in the application package or review them and their instructions at Grants.gov Forms. You can also read more about standard forms on HUD's Funding Opportunities page.

If you are applying for an award for scientific research, you must commit to complying with administration policies, procedures, and guidance respecting Gold Standard Science (EO 14303).
