About this file

This is a Notice of Intent forecasting the U.S. Department of Housing and Urban Development's Office of Policy Development and Research (PD&R) acceptance of unsolicited research proposals for housing and community development research partnerships. The program offers approximately $2 million in federal funding to support an estimated eight cooperative agreement awards on a rolling basis until funds are exhausted. Applications are due by June 9, 2027, with an anticipated performance period running from June 10, 2027 through June 10, 2029. Projects must include matching funds equal to at least 50 percent of the total project cost. Eligible applicants include philanthropic entities (501(c)(3) organizations that officially fund research or charity work), federal agencies, state and local governments, Indian tribes, tribally-designated housing entities, colleges, and universities. Individuals, foreign entities, and sole proprietorships are ineligible.

PD&R prioritizes research on housing affordability, homelessness, industrialized housing production, Opportunity Zones, and outcomes related to work, family, and housing stability for households assisted by HUD, though other topics aligned with HUD's Fiscal Year 2026 Annual Performance Plan and 2026-2030 Strategic Plan are eligible. Proposals must be original, independently developed research plans using strong methodologies consistent with Gold Standard Science principles. Required application components include federal forms, detailed budget using form HUD-424-CBW, project abstract (maximum 2 pages), narrative response to rating factors (maximum 15 pages), budget narrative (3 pages), key personnel resumes (3 pages each), cost-sharing documentation, and past performance references. Proposals must be submitted electronically through Grants.gov unless a waiver is obtained. No profit is permitted as a line item; indirect costs may be charged with proper documentation. HUD will actively participate throughout project performance via the cooperative agreement structure to ensure research relevance, sound design, and alignment with Department priorities. This opportunity falls under CFDA 14.506, General Research and Technology Activity.
