About this opportunity
The Centers for Disease Control and Prevention is soliciting cooperative agreement applications to build and strengthen sustainable fungal disease detection, diagnosis, surveillance, and response systems globally, with applications due September 30, 2026. The award ceiling is $1 million per 12-month budget period, with no mandatory cost share.
Eligible applicants include state and local governments, public and private institutions of higher education, nonprofits with and without 501(c)(3) status, tribal organizations, for-profit organizations, small businesses, and ministries of health. The CDC anticipates making approximately 10 awards totaling $15 million over five years, providing an estimated average of $1.25 million per applicant over the full performance period.
Activities must address Component 1 (Core Capacity Strengthening), which supports strengthening fungal disease surveillance systems, laboratory and diagnostic capacity, workforce development and partnerships, and data use for outbreak detection and response. Component 2 (Emerging Public Health Needs and Rapid Response) is optional; however, the CDC expects to fund only Component 1 activities at initial award.
The project narrative (20 pages maximum) will be scored on 93 total points: background and approach (23 points), evaluation and performance measurement plan (40 points), and organizational capacity (30 points). Applicants must demonstrate institutional infrastructure and expertise for effective program implementation and sound financial management, with the applicant organization—not a subrecipient—serving as primary lead and remaining fully accountable for all programmatic and financial performance.
Applications that request funding exceeding $300,000 or omit required documentation will be deemed non-responsive. The project start date is January 2027. This opportunity is listed under CFDA 93.318 (Protecting and Improving Health Globally: Building and Strengthening Public Health Impact, Systems, Capacity and Security).
Synopsis
This Notice of Funding Opportunity (NOFO) aims to support activities that build and strengthen sustainable fungal disease detection, diagnosis, surveillance, and response systems. Activities may address interconnected areas such as system and workforce development, laboratory and diagnostic capacity, and improved use of data to inform public health action. Through these efforts, this NOFO seeks to strengthen country and regional capacity to manage and control fungal diseases at their source while promoting long-term ownership and integration into public health systems. These efforts align with the priorities outlined in the America First Global Health Strategy by supporting country capacity to detect, respond to, and control priority fungal pathogens, particularly those that pose a risk for international spread and antifungal resistance, at their source. Over time, activities supported through this NOFO are intended to reduce the global burden of fungal diseases, strengthen health security, and help countries protect their own populations while also reducing risks to the United States through earlier detection and more effective response to fungal disease threats worldwide
Eligibility
In addition to the general eligibility requirements, applicants must meet the following criteria to be considered for award:Demonstrated Oversight Capacity:Eligible organizations must demonstrate the institutional infrastructure and expertise necessary for effective program implementation and sound financial management. The applicant -not a third-party or sub-recipient - must serve as the primary lead for all activities and remain fully accountable for both programmatic and financial performance. This includes independently leading, managing, and monitoring technical interventions, as well as overseeing fiscal responsibilities such as budgeting, expenditure tracking, regulatory compliance, and financial reporting. While the CDC will provide technical guidance and ensure alignment with relevant legislative and regulatory requirements, applicants are expected to manage all day-to-day operations and reporting responsibilities.Responsiveness to Application Requirements:Applicants are also reminded that adherence to application instructions is critical. The CDC will consider an application as "non-responsive" if any required documents are missing or if the request exceeds $300,000. Applications that do not conform to the outlined submission requirements -including those that omit documentation, fail to follow formatting or content instructions, or request funding above the stated limit- will not be considered for review. Applicants are strongly encouraged to carefully review all guidance to ensure completeness and compliance prior to submission.
