About this opportunity
The Department of the Treasury is soliciting applications for 2027 Low Income Taxpayer Clinic grants by 11:59 p.m. Eastern Time on July 17, 2026, with expected total funding of $28 million and approximately 150 awards anticipated at an average of $156,000 per year.
Eligible applicants include clinical programs at accredited law, business, or accounting schools; 501(c)(3) nonprofits whose employees and volunteers represent low-income taxpayers; tax-exempt organizations under IRC Section 501(a) providing representation or referrals; and organizations operating ESL education programs. All applicants must provide dollar-for-dollar matching funds and deliver services at no more than nominal fees. At least 90 percent of taxpayers served must have household incomes not exceeding 250 percent of the federal poverty level.
Award amounts range from $15,500 to $200,000 per year. The budget period runs January 1 through December 31, 2027. First-time applicants receive single-year grants; multiyear grants are awarded to recipients successfully completing one year.
Applicants must submit electronically through the LITC Grants Portal, including Standard Form 424, IRS Forms 13424-J and 13424-M, most recent audited financial statements, indirect cost rate agreements if applicable, and tax-exempt determination letters. Applicants must register in SAM.gov and obtain a Unique Entity Identifier prior to submission.
Evaluation criteria include quality of proposed programs, prior LITC grant performance history if applicable, soundness of the proposed budget, and risk assessment findings. The National Taxpayer Advocate reviews funding recommendations and approves or modifies them; decisions are subject to senior administration appointee review. Grant recipients must submit interim reports by July 30, 2027, and year-end reports by March 30, 2028, and must attend the Annual LITC Grantee Conference in December 2026 in Washington, D.C. CFDA 21.008.
