About this forecast
The Department of Justice Office of Justice Programs is procuring peer review support services through a Blanket Purchase Agreement (BPA) to manage peer review functions across multiple OJP components. The services will encompass grant application evaluation, proposal assessment, technical evaluation assistance, and related administrative and logistical support for various justice-focused bureaus and offices. The estimated solicitation release date is January 1, 2026, with an estimated award date of July 1, 2026.
The estimated award value ranges from $200 million to $250 million for a base period plus four option periods, making this a significant professional services contract. Performance will occur primarily in Washington, DC, with related activities in the Maryland area. Interested parties should contact Tiffany Miller (tiffany.miller3@usdoj.gov) or Vicky Tsaparas (vicky.tsaparas@usdoj.gov) at the Office of Justice Programs for additional information.
This recompete replaces the existing single-award Blanket Purchase Agreement (Contract Number GS00F218CA-15PAAM20A00000001) held by Betah Associates, Inc., a woman-owned small business based in Silver Spring, Maryland. The predecessor contract, established on September 4, 2020, carried a ceiling value of $59.5 million and was scheduled to expire on September 3, 2025, supporting peer review activities across the Bureau of Justice Assistance, National Institute of Justice, Office of Juvenile Justice and Delinquency Prevention, Office for Victims of Crime, Bureau of Justice Statistics, Community Oriented Policing Services, and the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking. A Request for Information is planned to inform potential bidders of the upcoming opportunity.
