About this opportunity
The National Park Service Intermountain Region is seeking a Medical Director for emergency medical services at Zion National Park, Cedar Breaks National Monument, and Pipe Spring National Monument. The contractor will provide comprehensive medical oversight for the park's emergency response system, which involves 1-2 dozen rangers responding to approximately 300+ annual medical calls. Qualified candidates must be a Utah-licensed physician board-certified in emergency medicine, with a minimum of 5 years of EMS medical director experience, wilderness medicine background, and search & rescue expertise. The contract will be awarded on a firm-fixed price basis using a lowest price technically acceptable evaluation method. Quotes are due by February 19, 2025, at 2:00 PM MST, with a period of performance beginning March 1, 2025, and including a base year plus four potential one-year option periods through February 28, 2030.
The solicitation is not set aside for any specific small business category, though it falls under NAICS code 621111 with a size standard of $16 million. The medical director must be affiliated with St. George Regional Hospital and will be responsible for providing 24/7 medical direction, overseeing quality management, authorizing EMS providers, and conducting quarterly in-person quality assurance meetings at Zion National Park. The contractor will need current DEA registration for controlled substances and will be required to review up to 20 patient care reports quarterly. While specific budget details are not disclosed, the contract will include a Service Contract Act wage determination to establish minimum compensation levels. Performance will be primarily located in southwestern Utah, covering the three specified national park and monument locations, with the medical director serving as a critical support function for visitor and employee emergency medical needs.
