About this opportunity
The Department of the Interior National Park Service Midwest Region is soliciting quotations for inspection and cleaning services of six potable water tanks located at Zion National Park in Utah. The contractor will be responsible for video inspection, sediment cleaning, minor leak repairs, and comprehensive written reporting on tank conditions, with all work required to maintain water tank service continuity during the project period of April 1, 2026, through June 30, 2026. Key qualifications include certified dive technicians trained in ASNT Non-Destructive testing, AWWA Standard C652-92 disinfection capability, and demonstrated experience with similar potable water tank cleaning projects supported by a minimum of three prior project references from the past five years. Award will be made to the responsible offeror offering the best value based on three evaluation criteria: price, technical capability, and prior experience, with technical proposals limited to two pages and a firm-fixed-price cost proposal required. The deadline for quotation submission is March 25, 2026, at 1300 Central Daylight Time, with quotations submitted via email to Contracting Officer Nicholas Murray at nicholas_murray@ios.doi.gov.
This solicitation is designated as a Total Small Business set-aside under NAICS code 221310 (Water Supply and Irrigation Systems) with a size standard of $35.0 million. The six water tanks require inspection and cleaning services, ranging in capacity from 5,000 gallons (Temple Tank) to 1,000,000 gallons (Birch Tank), with additional tanks including the Grotto Tank (300,000 gallons), Oak Creek Tank (250,000 gallons), East Side Tank (40,000 gallons), and Kolob Canyon Tank (50,000 gallons). Work must be completed within 90 days of contract award, with performance taking place at two locations: Zion National Park in Springdale, Utah, and Kolob Canyon in New Harmony, Utah, with four tanks located in semi-remote areas not accessible by truck. Offerors must be registered in the System for Award Management (SAM) with active status and a valid Unique Entity Identifier (UEI) prior to submission, and all quotes must include completed SF18 forms, cost proposals with unit pricing, and required representations and certifications regarding federal compliance matters.
