About this opportunity

The Food and Drug Administration (FDA) Center for Biologics Evaluation and Research (CBER) is seeking a service maintenance contractor to provide comprehensive maintenance and repair services for a Carl Zeiss LSM900 confocal imaging system located at the White Oak FDA campus in Silver Spring, Maryland. The contract will require the selected contractor to provide Zeiss Factory-trained field service representatives capable of maintaining all microscope components, including lasers, scan head, control computer hardware and software, and objectives. Key service requirements include a 24-hour response time for phone or email inquiries, on-site engineer support within 72 hours of reported issues, loaner parts provision within five business days if repairs cannot be completed immediately, unlimited emergency repair services during standard business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m.), and one annual preventative maintenance inspection. The government will evaluate capability statements based on the contractor's technical qualifications and ability to meet these stringent service level requirements. The deadline for submitting capability statements is April 2, 2026 at 1:00 p.m. Central Time, with responses directed to david.kramer@fda.hhs.gov.

This procurement carries no set-aside designation and represents market research rather than a binding solicitation, meaning the government is not obligated to issue a formal solicitation based on submitted responses. The contract will be awarded on a firm fixed-price basis with a base performance period of 12 months (May 1, 2026 through April 30, 2027) and two optional 12-month renewal periods, potentially extending the contract through April 30, 2029. The NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance), with a small business size standard of $34 million, making this opportunity available to small business entities. Pricing must be all-inclusive, covering travel, labor, and all replacement parts, with payment terms of Net-30 calendar days after government acceptance through electronic invoicing via the Department of Treasury's Invoice Processing Platform. No current contractor information is provided in this pre-solicitation notice, and no specific budget ceiling or award value is disclosed at this pre-solicitation stage.

Notice text

The Food and Drug Administration (FDA) Center for Biologics Evaluation and Research (CBER) owns a Carl Zeiss LSM900 confocal imaging system (s/n 2901000217) for fluorescence microscopy. The current maintenance contract for this system expired in 2025. The Zeiss 900 imaging system is heavily used at White Oak FDA campus as a scientific tool in CBER’s research programs to support CBER investigators.

To minimize system downtime, CBER requires a service agreement for maintenance and possible repair.
