The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 seeks replacement of the existing domestic water and fire piping loop at Columbia VA Health Care System, with proposals due June 19, 2026. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses only, and a mandatory site visit is scheduled for May 19, 2026 at Building 20, 0800 hours.

Place of performance encompasses the entire 216-bed Columbia VAMC campus in Columbia, South Carolina, with interior work concentrated in buildings 100 and 100A. Satellite outpatient clinics are located in Anderson, Florence, Greenville, Orangeburg, Rock Hill, Sumter, and Spartanburg, South Carolina. The contractor must furnish all labor, materials, equipment, tools, supplies, and transportation to demolish and remove the existing piping infrastructure and install a new system designed to meet current VA standards, reduce service interruptions, and accommodate future construction. Work includes site preparation, grading, drainage, interior demolition and restoration, debris removal, sod installation, and one-year vegetation warranty. The contractor is responsible for approximately 1,500 linear feet of asbestos Transite-type piping removal in accordance with EPA and OSHA standards, NPDES permitting with stormwater pollution prevention planning, and coordination with utility companies for gas line relocation and new electrical service.

Period of performance is 687 calendar days from Notice to Proceed. Work is performed during normal business hours (0700–1630 Monday–Friday), though nighttime and weekend work may be required with Contracting Officer approval. Requests for Information are due May 26, 2026 at 1500 EST (extended). A mandatory site visit is required, scheduled for May 19, 2026.

Evaluation uses a trade-off process with past performance weighted more heavily than price. Offerors must submit one to three past performance references from projects within the last five years of similar or greater scope and complexity. Price proposals must demonstrate at least 15% of contract performance costs will be performed by the SDVOSB concern's employees or employees of other eligible veteran-owned small business concerns. Subcontractor relevant experience may be submitted and considered.

A performance and payment bond equal to 20% of the bid price or three million dollars, whichever is less, is required. General liability insurance of at least five hundred thousand dollars per occurrence and automobile liability of at least two hundred thousand dollars per person/five hundred thousand dollars per occurrence are required. The contractor must provide evidence of general liability insurance without exclusionary clauses for asbestos prior to award. Davis-Bacon prevailing wage rates apply per General Decision Number SC20260023. The contractor must comply with Executive Order 13706 for paid sick leave and Executive Order 13658 minimum wage requirements. A Construction Quality Control Plan with a graduate engineer or construction management degree holder (minimum three years' experience) is required. All work must meet current VA standards and comply with NFPA and ASME codes, with factory-trained manufacturer representatives providing commissioning services and third-party commissioning agent certification prior to final inspection. Warranty inspections are required at four and nine months post-acceptance.

Department of Veterans Affairs, Columbia VA Health Care System (VAHCS) Medical Center is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care.  The hospital is in Columbia, South Carolina and provides primary, secondary, and some tertiary care.  Satellite outpatient clinics located in Anderson, Florence; Greenville; Orangeburg; Rock Hill; Sumter, and Spartanburg, South Carolina.

Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work to replace the existing site Domestic water and fire piping loop with a new system designed to meet the current VA standards and reduce service interruptions, accommodate future construction, and rectify domestic water and fire piping issues on the Columbia VAMC campus, as required by drawings and specifications.

Site work will be performed throughout the entire campus.  Interior work will be performed buildings 100 and 100A.
