The purpose of this amendment is to publicly announce answers to RFI's received before 5/26/2026 for Project# 544-22-115 Replace Water and Fire Piping Loop and to remove the wrong Wage Determination and add the correct one.

All quotes are still due to me(Submit quotes to Kenyon.Dulaney@va.gov) by 3:00pm on Wednesday, June 10th 2026.

RFI Response

1. Question: The General Decision Number: SC20260004 01/02/2026 is listed as Heavy Dredging. Is this correct? No

2. Are as-built drawings available for the existing domestic water, fire lines, and fire pumps? As built drawings are available, however existing conditions and current configurations are adequately shown on bid drawings with images and demolition details. More details, if required, can be provided after project award.

3. Will the paving project currently on-going be completed prior to this project beginning?

Yes

4. Will the sanitary sewer project currently in progress be completed prior to this project beginning? No

5. Are as-builts available for the EHRM project? No

6. The schedule allows over 600 days. Will the government consider providing escalation? No

7. Please provide clarity on the night and weekend work as outlined in the solicitation. As outline in the solicitation, “Nighttime and weekend work may be required pending hospital operations and contractor scheduling. Coordinate and gain approval with the COR for scheduling work outside normal work hours.”

8. The solicitation lists a unit price for the complete project. GC101 list deductive alternates. Please confirm these are to be included? Pricing is to be outlined as a unit price for all work, then pricing for each deductive alternate individually.

9. Will a City of Columbia Land Disturbance permit be required? If so, who is responsible for submitting this? NPDES permit with SWPPP will be required and is the winning contractors responsibility.

10. Please confirm the roles of Project Superintendent, SSHO, and CQM are to be fulfilled by three individuals. Correct

11. Can the Pre-Bid Site Visit Sign In Sheet please be posted in a future Amendment ? No

12. Where are the Locations for trailers/laydown yard ? Refer to drawings for potential staging areas. Trailer locations and additional alternate laydown areas will be determined at the time of award and available locations due to existing construction activities on site

13. The QC spec section 01 45 00 states the CQC system manager is required to be a graduate engineer or a graduate of construction Management, with a minimum of 3 years construction experience. Can this degree requirement be waived if experience level meets the project requirements or is this degree required? No

14. Please confirm total number of GC site personnel that will be required to fulfill the roles of GC Superintendent, SSHO , and QC officer. 3

15. For the Technical proposal, can subcontractor’s relevant experience and previous projects be used as part of the GC's experience? Subcontractor’s relevant experience may be submitted and considered.

16. For the Technical proposal, can the schedule requirement be submitted after the bid and after VA identifies the low bidder and if the VA doesn't think the GC is capable after the schedule is submitted, they move to the next low bidder. No, schedule must be submitted to evaluate

17. Under the technical proposal the VA is requiring the Staffing and Management Plan to include "Work Assignments for specialized skills and trades". What exactly is the VA looking for here. Is the VA looking for the GC to indicate employees that will be self-performing specialized trades on the job or are we to list the specialized skills and trades for all subcontractors? VA will consider specific staff or subcontractors submitted for specialized skills and trades. If the GC does not intend to self-perform any specialized skills, will the GC be penalized for this. No Last, what does the VA consider to be specialized skills and trades and what type of work is not a specialized skill or trade? VA will consider specific staff or subcontractors submitted for specialized skills and trades.

18. Part of the Technical Proposal requirements states "Provide a brief narrative describing the firms' (primary and sub) specialized experience working in [description of requirement], phasing of work, elevator shutdowns, working within an active hospital, drawings, specifications, and solicitation documents." Is the [ description of requirement ], supposed to be filled in by the VA? Are we to address Elevator Shutdowns as part of this proposal? [description of requirement] should have stated “water distribution systems for domestic and fire protection services including ground mounted tanks”

19. Will GC's who do not have experience replacing entire fire/water loops, but have experience with utility modifications and sitework on VA campuses be considered for this proposal? Relevant experience may be submitted and will be considered.

20. Please confirm whether the project will be executed in multiple phases. If phased construction is anticipated, please provide the following information for each phase:

Limits and locations/areas of work – Refer to drawings and specifications

Working hours per day – Refer to solicitation

Estimated footage - Refer to drawings and specifications

Anticipated period of performance and duration - Refer to solicitation

Transition expectations between phases - Refer to drawings and specifications

Temporary water line routing for the area scheduled for shutdown - Refer to drawings and specifications

Valve installation for water shut down in certain areas - Refer to drawings and specifications

Any operational constraints, shutdown requirements, or access restrictions associated with each phase - Refer to drawings and specifications

Additionally, please provide any available phasing plans, schedules, or milestone requirements applicable to the work. - Refer to drawings and specifications

21. Are gasketed pipe connections approved on straight runs for the domestic water line and fire suppression line? If not please provide approved fitting/connection methods Refer to drawings and specifications

22. What will we be responsible for when shutting down the fire suppression side when removing the pumps? Refer to drawings and specifications

23. What type of fittings are approved for tying back into the irrigation lines? Refer to drawings and specifications

24. What type of fittings are approved for tying into existing water lines in each building?

25. What type of fittings are approved for tying in the fire suppression lines after pump removal? Refer to drawings and specifications
