About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 has issued a Special Notice regarding an electrical metering system upgrade project at the Oscar G. Johnson VA Medical Center in Iron Mountain, Michigan. The notice concerns a potential sole source contract with Schneider Electric USA, Inc. for their proprietary Power Management Expert (PME) 7.2 software suite and Square D products. The project specifically involves upgrading the medical center's electrical power metering and Emergency Power Standby System (EPSS) control and monitoring components. This system is critically important as it provides emergency power to the medical center and generates Joint Commission reports. The VA is conducting due diligence by seeking other authorized Schneider Electric sources before proceeding with a direct award.

The primary objective of this Special Notice is to identify any authorized sources capable of providing the specific Schneider Electric components and software required for the upgrade. Contractors must be explicitly authorized by Schneider Electric to respond, with responses due by February 10, 2025. Only Schneider Electric components and trained staff are considered qualified to install, modify, or upgrade the PME 7.2 system, as the software requires proprietary components that directly communicate through a centralized server. If no authorized sources are identified by the closing date, the VA will proceed with a sole source contract to Schneider Electric under Federal Acquisition Regulation (FAR) 6.302-1, which allows for procurement from the only responsible source that can satisfy agency requirements. The project falls under NAICS category 238210 for Electrical Contractors and PSC code Z2DZ for hospital building repairs, with contracting authority through the Milwaukee VA GLAC office.
