About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 is seeking a Single Award Task Order Contract (SATOC) for general construction services at VA Connecticut Healthcare System facilities in West Haven and Newington. The solicitation requires a contractor to provide simplified non-complex construction, maintenance, alterations, and repairs using RS Means pricing multiplied by proposed coefficients. Key contract requirements include maintaining as-built drawings, daily reporting, quality control plans, safety plans, and coordinating with VA staff for facility access and work in an occupied hospital environment. Evaluation criteria will focus on technical information (capability, experience, key personnel, quality control, scheduling, safety, and infection control), past performance, and price, with technical and past performance factors being significantly more important than price. Proposals are due by 4:00 PM EST on March 5, 2025, with Request for Information (RFI) submissions due by the same deadline.
The contract is 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS code 236220 with a $45 million size standard. The IDIQ contract has a maximum value of $7 million or five years, whichever occurs first, with a minimum guaranteed order of one task order valued at $2,000 and a maximum order limitation of $1 million per task order. Individual task orders will range from $35,000 to $1,000,000, and the contractor must be certified in the VetCert database and registered in SAM.gov at the time of proposal submission. The place of performance will be the VA Connecticut Healthcare System campuses in West Haven and Newington, with work to be conducted in an occupied hospital environment. Contractors must comply with specific infection control and pre-construction risk assessment protocols, including maintaining safety measures, obtaining facility badges, and adhering to security protocols throughout the project duration.
