About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 15, seeks firm fixed-price construction to correct physical security deficiencies at the Kansas City VA Medical Center, with proposals due September 3, 2026, at 2:00 PM CDT. This procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside.
Place of performance is 4801 Linwood Boulevard, Kansas City, Missouri 64128. The scope includes installation of approximately 3,715 linear feet of nine-foot-high Ameristar Impasse II decorative metal fencing, five vehicle gates, brick pilasters, exterior pole-mounted electrical lighting with photocell and motion sensor controls, 26 exterior security cameras with fiber optic cabling, grading, drainage, and site demolition. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Z2DA, Repair or Alteration of Hospitals and Infirmaries.
The contract magnitude is estimated between $5 million and $10 million with a period of performance of 300 calendar days from Notice to Proceed. The contracting officer is Matt Finley; administration occurs through the Department of Veterans Affairs Financial Services Center in Austin, Texas. Construction wage determination General Decision Number MO20260082 applies.
Evaluation uses Lowest Price Technically Acceptable source selection. Five evaluation factors establish technical acceptability: prime contractor past performance (minimum two to three projects, $1.5 million-plus each, 100% complete within five years); prime contractor technical experience in security fence work (one to three projects, $1.5 million-plus each, 15% minimum self-performed labor); qualifications of key staff (project manager, quality control manager, safety officer, site superintendent); security fence subcontractor experience (five-year minimum, two or more prior installations); and contractor safety plan. A mandatory site visit occurred July 22, 2026. Written questions were due August 4. A bid guarantee of not less than 20% of bid price (not to exceed $3 million) is required at proposal submission. Performance and payment bonds are required within 10 days of award. General liability insurance without asbestos exclusions is required prior to award. Under VAAR 852.219-75, the general contractor cannot pay more than 85% of contract value to non-SDVOSB subcontractors; all subcontractors must be VIP-listed SDVOSBs or certified VOSBs, material costs excluded. Affirmative action goals are 6.9% female participation and 14.7% minority participation for each trade within Jackson County, Missouri. Alternate Bid Item No. 1 allows a 10% deduction for fence and associated civil, electrical, and technology work.
Recent amendments extended the proposal deadline from August 20 to August 27, then to September 3, and extended the performance period from 180 to 300 days. An August 25 amendment clarified that the contractor, not the government, purchases security cameras, with cameras at 277 volts and controls at 120/208 volts.
