About this file
This is a Project Manual and Bid Documents specification for a federal construction contract at the Kansas City VA Medical Center. The project, numbered 589-22-465, involves correcting physical security deficiencies identified in a prior security study. The contract is for general construction, electrical, and technology work including fence installation, pilasters, light and camera poles, signage and access control poles, removal of existing structures, grading, drainage, and associated electrical and technology systems. The Period of Performance is 290 calendar days from Notice to Proceed. The project is divided into phased work with the medical center operating 24/7, requiring detailed coordination and scheduling with the Contracting Officer Representative (COR) to minimize disruption to patient care operations. An alternate bid item allows for a 10% deduction of fence and associated civil, electrical, and technology work.
The specification document establishes extensive requirements for contractor performance including mandatory site surveys, security protocols with fingerprinting and badging requirements, detailed scheduling using Critical Path Method (CPM), monthly cost-loaded schedules, photographic documentation, utility service coordination with 14-day advance notice for interruptions, environmental protection compliance with NPDES permits, warranty management with 4-month and 9-month post-completion inspections, and operations within designated storage and access areas only. Contractors must comply with VA security procedures, obtain proper identification, submit electronic submittals through an approved web-based system, provide maintenance and operations manuals, deliver training to VA personnel, and maintain smoke-free campus compliance. Bids are due August 20, 2026 at 2:00 PM CST with a mandatory site visit on July 22, 2026 at 8:00 AM CST, submitted to matthew.finley@va.gov.
