b. Questions and Answers:
Q1. Does the Government expect or need personnel on-site on a daily basis to ensure the functionality of every item mentioned in the PWS?
A1. This is a performance-based acquisition. In this type of acquisition, the requirement is structured around the results to be achieved as opposed to how the work is to be performed. Q2. In case of storms or hurricanes, are storm-proofing and preparations under the contractors' responsibility?
A2. Yes. Paragraph 3.7.5 has been added to the PWS under "Storm Preparations". In the event of storms, hurricanes, or as requested by the government, the contractor shall be responsible for the installation, removal, and other necessary storm-proofing preparations to safeguard the building.
Q3. Please clarify the intent of PWS paragraph 3.7.3.1.
