About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is seeking a contractor to replace X-Ray Room 4 at the Salem VA Medical Center through a comprehensive renovation project. The procurement involves providing all labor, materials, equipment, and supervision for concrete work including Ground Penetrating Radar services and baseplate installation, metal modifications to wall supports and Unistrut systems, extensive electrical upgrades including new 480V/80A breakers and LED lighting installation, firewall repairs, demolition of existing fixtures, and installation of new welded seam flooring and HVAC diffusors. The contractor must comply with VA Infection Control requirements and provide stamped and sealed drawings with closeout documentation. The solicitation is designated 36C24625Q0891 and falls under NAICS code 236220 for Commercial and Institutional Building Construction and PSC code Z1DA for Maintenance of Hospitals and Infirmaries. The response deadline is July 29, 2025 at 11:00 AM Eastern Time, with this pre-solicitation notice posted on July 14, 2025.

This opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), restricting participation to qualifying companies within this category. The project requires a 60-calendar day performance period from the issuance of the Notice to Proceed, indicating a relatively compressed timeline for completion of the renovation work. The scope includes specific technical requirements such as installing seven LED can lighting fixtures, reworking existing 70A feeder systems to accommodate new 80A disconnect systems, and installing IT and data drops as needed. The Infection Control Risk Assessment categorizes this as a Category B activity with High patient risk, requiring Level II precautions during execution. No incumbent contractor or specific budget range is mentioned in the pre-solicitation materials, though the comprehensive nature of the electrical, structural, and finishing work suggests a substantial project value.
