About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is seeking contractors to renovate 20 bathrooms located in Building 143, 4th floor, Area J at the Salem VA Healthcare System in Salem, Virginia. The procurement involves demolishing existing floor tile finishes and shower thresholds to install a new threshold-free tile system with improved drainage capabilities that will prevent water from escaping shower areas and creating unsafe conditions outside the bathrooms. The engineered solution requires grinding and leveling the existing concrete slab to ensure proper drainage to existing drain locations, along with removal of all demolished materials and debris. This pre-solicitation notice is designated under NAICS code 238330 for Flooring Contractors and PSC code Z1DA for Maintenance of Hospitals and Infirmaries. The response deadline is October 28, 2025 at 11:00 AM Eastern Time, with Chanel Johnson serving as the contract specialist for the Department of Veterans Affairs Network Contracting Office.
This opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC) under solicitation number 36C24626B0003. The renovation project encompasses 20 individual bathrooms that require complete flooring renovation to address water drainage and safety concerns. Work completion is expected within 120 days of receiving Notice to Proceed (NTP), indicating a relatively tight timeline for execution. The contractor will be responsible for providing all applicable oversight, quality control, and work area controls as specified in the attached project specifications. No incumbent contractor or current service provider is identified in the pre-solicitation materials, and no specific award values or budget ranges have been disclosed at this pre-solicitation stage.
Notice text
Requirement
Bathrooms in located in Building 143, 4th floor, area J (commonly referred to as 4J) require modification to prevent water from flowing outside of the shower area and ultimately flowing or being tracked outside of the bathroom. An unsafe condition exists and requires a constructive solution.
Solution
The engineered solution will renovate the 20 bathrooms in Building 143, 4th floor, Area J by demolishing the entire existing flooring in each bathroom. The existing shower area, which is a sub area with the bathroom, attempted to contain and control shower water via a curtain and an accessible threshold/barrier surrounding the sloped shower base. However, water that inevitably escapes the shower area has no path to drainage and ultimately is tracked onto the room flooring creating a dangerous condition. The engineered solution is to demolish all existing interior floor tile finishes, shower threshold and provide a new threshold/barrier free tile installation that provides positive consistent drainage from every corner to the bathroom. To achieve this the existing concrete slab shall be ground and leveled as necessary to enable the finish floor to drain properly to the existing drain location. All demolished materials and debris shall be removed, surfaces prepped to receive new leveling and finishes as shown and described in the drawings.
Contractor shall provide all applicable oversight, quality control and work area controls as required in the attached specifications.
Schedule
Completion of work is expected within 120 days of NTP
