About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 21, is seeking qualified contractors to replace existing patient elopement platforms across 17 control points on the 1st, 2nd, and 3rd floors of Building 203 at the San Francisco VA Medical Center. The procurement requires installation of the WanderGuard Blue System, including head-end equipment, networked central management bundles, ethernet switches, door bundles, antennas, keypads, power supplies, cabling, and associated infrastructure. Contractors must supply all necessary labor, materials, and equipment while adhering to extensive VA information security and privacy requirements, including compliance with federal laws, cryptographic standards, secure software development practices, and records management obligations. Key qualifications include proof of service-disabled veteran-owned small business (SDVOSB) or veteran-owned small business (VOSB) certification in the SBA VetCert database, demonstrated bonding capacity of at least $785,000, and relevant experience with patient elopement system replacements, WanderGuard Blue installations, and hospital Vocera network integrations completed within the last five years. Interested firms must submit capability statements (maximum 5 pages) by April 14, 2026, at 12:00 PM Pacific Time to the designated government contacts, with the submission including company profile with UEI, proof of veteran certification, surety bonding confirmation, and relevant project experience.
This is a total small business set-aside restricted to SDVOSB or VOSB contractors, with no current incumbent contractor identified in the available documentation. The estimated project value ranges between $500,000 and $1,000,000, representing a significant procurement opportunity for qualified veteran-owned enterprises. The period of performance is 180 days from contract award, with contractors required to provide a one-year post-delivery warranty covering all materials, installation, software, and service support. The project requires delivery of operation and maintenance manuals, user manuals, and annual Software Maintenance Agreements for the WanderGuard Blue Central Control system before the end of the performance period. This Sources Sought Notice is purely for market research and planning purposes and does not constitute a formal solicitation or commitment to award a contract; however, qualified firms responding to this notice should anticipate a formal Request for Proposal or similar solicitation document to follow.

1. DISCLAIMER: This is a Sources Sought Notice only. This is NOT a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). No solicitation document currently exists. This notice is issued solely for information and planning purposes—it does not constitute a promise to issue a solicitation in the future and does not commit the Government to contract for any supply or service whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought.
2. BACKGROUND & SCOPE OF WORK: The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to identify qualified and interested service-disabled veteran-owned small business (SDVOSB) contractors capable of providing all necessary labor, materials, and equipment to execute the replacement of the existing patient elopement platforms across 17 control points (doors). The areas of work for this project are strictly limited to the 1st, 2nd, and 3rd floors of Building 203.
Please be advised that this requirement is a limited brand name replacement restricted specifically to the WanderGuard Blue System. This brand name restriction is required to ensure seamless integration with the Vocera system already existing in other buildings across the campus. The project will update several previous iterations with new head-end equipment and software platforms; however, utilizing this specific system will allow for the direct reuse of existing cabling and much of the hardware.
Additional project parameters include:
- Utility modifications required to provide power to identified locations will be accomplished by others.
- Any damages to finishes occurring as a result of the installation must be repaired to match the existing finishes.
- The contractor shall provide a one-year post-delivery warranty covering all materials, installation, software, and service support from the date of completion.
- PERIOD OF PERFORMANCE: 180 days.
3. PROJECT LOCATION: San Francisco VA Medical Center, 4150 Clement St, San Francisco, CA 94121.
4. MAGNITUDE OF CONSTRUCTION: In accordance with VAAR 836.204, the estimated magnitude of construction is between $500,000 and $1,000,000.
5. SUBMISSION INSTRUCTIONS: Interested and capable firms are requested to submit a brief Capability Statement (maximum 5 pages) containing the following information:
- Company Profile: Company name, address, Unique Entity Identifier (UEI), and Point of Contact information.
- Socioeconomic Status: Indicate your firm's business size under NAICS 238210. If claiming SDVOSB or VOSB status, you must be certified in the SBA Veteran Small Business Certification (VetCert) database.
- Bonding Capacity: A letter from your surety company confirming your firm's ability to bond for a single project of at least $785,000.00.
- Relevant Experience: A brief description of 2-3 recent projects (within the last 5 years) of similar size, scope, and complexity (specifically involving patient elopement system replacements, WanderGuard Blue brand name installations, and hospital Vocera network integrations).
Action: Please submit your Capability Statement via email to Edwin Rivera at edwin.rivera@va.gov and Jose Hernandez at jose.hernandez1@va.gov no later than Tuesday, April 14, 2026, at 12:00 PM Pacific Time.
