About this opportunity
The Department of Veterans Affairs National Cemetery Administration has issued a Special Notice announcing its intent to sole source a critical infrastructure project at the Santa Fe National Cemetery. Specifically, the notice concerns the demolition and reconstruction of a deteriorating retaining wall that poses significant safety risks. The project will be awarded to C&C Contractors, LLC under NAICS code 237990 for Other Heavy and Civil Engineering Construction. The current wall is in an advanced state of structural failure, with potential for catastrophic collapse that could result in serious injury or death and substantial financial liability for the government. The sole source determination is being made under Federal Acquisition Regulation (FAR) 6.302-2 for unusual and compelling urgency.
The government plans to award the contract in mid-March 2025, with a total performance period of 426 days following the Notice to Proceed. Interested contractors may submit a capability statement via email to auvorie.benson@va.gov by January 21, 2025 at 12:00 PM EST, using the specific email subject line: 36C78625R0018_Emergency Wall Demo and Reconstruction_SFNC. While this is not a competitive solicitation, the government will review any submitted capability statements. The contractor will be responsible for complete site preparation, including demolition of existing structures and full reconstruction of the retaining wall using all necessary labor, materials, and equipment. The government emphasizes that the decision to proceed with sole sourcing remains entirely at its discretion, and no reimbursement will be provided to respondents for preparation of their submissions.
