The scope of work encompasses professional services and installation of all necessary labor and material across multiple specification divisions including general conditions, existing conditions, concrete, metals, wood and composites, thermal and moisture protection, finishes, seismic restraint requirements, plumbing, HVAC, electrical, and earthwork. This is a Request for Information only and does not constitute a formal solicitation; however, interested contractors must submit a written capability statement that includes their socio-economic business status by November 17, 2025 at noon Eastern Standard Time. The government has not specified formal evaluation criteria in this pre-solicitation notice, as this stage is intended to gauge market interest and contractor capability rather than to evaluate competing proposals. All inquiries should be directed to Dayna Dickson-Miller at Dayna.Dickson-Miller@va.gov, with phone calls not accepted.
This opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), meaning only firms meeting this socio-economic designation may submit responses. No incumbent contractor or current contract information has been provided in the notice. The NAICS code 238220 ("Boiler, heating and installation") establishes a size standard of $19 million for small business classification purposes, providing an indication of the potential contract value range. The notice does not specify an exact budget or award amount, as this is a pre-solicitation stage designed to determine if sufficient contractor interest exists to warrant posting a full solicitation on SAM.gov. If adequate interest is demonstrated, a formal solicitation is anticipated to follow on the government procurement website.
