Amendment A0003
589A6-26-449 Resurface Campus Roads, Leavenworth
Questions 12-16 Final Questions
12. Can the VA clarify the exact proposal submission requirements? Specifically, are physical binders and a CD mandatory, or is a strictly electronic submission via email acceptable?
Response: Follow the solicitation instructions.
13. Since the scope is limited to a 2" mill and overlay, how will the VA handle payment if the underlying base or subgrade is found to be failing or unsuitable once the milling is complete? Should offerors include a specific allowance for subgrade repair in our base bid, or will unforeseen base repairs be addressed via a differing site condition change order?
Response: Unforeseen can be addressed by change order if needed.
14. Regarding the replacement of the concrete service court, can the VA provide a detail for the "joint prior to scissor lift"? Specifically, does this require a standard expansion joint, or should the new concrete be doweled into the existing pad supporting the scissor lift?
Response: No detail. Expansion Joint
15. Can the VA confirm that standard latex paint is acceptable for all new pavement markings, or are thermoplastic markings required for durability in the high-traffic loading dock and service road areas?
Response: Latex
16. Please confirm whether one qualified onsite Prime Contractor representative may serve in a dual-hat role covering the Superintendent, SSHO, and Quality Control Manager responsibilities, or whether these roles must be filled by separate individuals onsite.
Response: To be Technically Acceptable, qualified offerors must submit a detailed resume of each key individual. This will be evaluated to determine if they have the appropriate technical training and or previous construction experience to meet the technical requirements of a project of this nature. No one individual can perform more than two of the staffing positions below:

Amendment A0002
589A6-26-449 Resurface Campus Roads, Leavenworth
Questions 01-11
1. What are the key personal requirements? Of the project manager, superintendent, safety, and quality control who can wear dual hats for each role. How many of the key personnel are required to be on-site during construction?
Response: See solicitation for roles, these roles will be strictly adhered to too and any changes will still require a confirmed qualification of that role.
Of the 4-key personnel listed the desire is to have the Safety Officer, Site Superintendent, Quality Control and Project Manager on site. However, if there is work going on the Site Superintendent must be on site at all time, if not the CO will issue a stop work at the expense of the contractor.
2. Can you provide the site visit sign in sheet?
Response: See amendment A0001 in SAMS for those who were in attendance.
3. Can you provide an additional site visit? If an organized site visit cannot be accommodated, are we able to view the site for field measurements?
Response: no, an additional site visit will not be scheduled. Normally that is not granted due to the time it takes to schedule the initial site visit. Recommend you use the specs and drawings as your measure of cost.
4. Can you provide quantities of 2 mill and overlay?
Response: Drawing sheet is stationed and notes limits of work. Also see SOW and specs.
5. Can you provide quantities of curb and gutter to be removed and replaced?
Response: Drawing sheet is stationed and notes limits of work. Also see SOW and specs.
6. Can you provide quantities of concrete paving to be removed and replaced?
Response: Drawing sheet is stationed and notes limits of work. Also see SOW and specs.
7. Can you provide a marked-up plan showing the scope of work? Drawing NO. 160-L7 has no annotations of the scope of work on the drawing.
Response: See SOW and specs for details. Also see notes on Drawing.
8. Specification section 32 12 16 Asphalt Paving Section 2.4 & 3.6 call for a seal coat to be applied to the asphalt. Where will this be required? If required on the new asphalt, will we be required to wait 1 year for application or will the section 3.6 D. (Seal coating asphalt less than a year) be preferred?
Response: Delete seal coat.
9. Specification section 32 05 23 Cement And Concrete For Exterior Improvements Section 3.19 Concrete Protective Coating calls for a salt guard sealant to be applied after the concrete has been cured and backfilled. Will this be required on all curb/gutter and paving?
Response: Pavement only.
10. Will sod or seeding be required in backfilled areas with grass? If so, are we required to use sod or seed?
Response: Seeding will be acceptable.
11. Will a licensed surveyor be required for this project? The scope of work covers remove and replace work; there should be no need for a surveyor on this project.
Response: Only as required per specifications.

Please pay attention to the proposal submittal instructions for the solicitation package. The Government plans to receive the award without discussions. Offerors must provide a breakdown of labor and material costs by division for each bid item in the solicitation. Failure to provide a breakdown of labor and materials with the proposal will render the proposal technically unacceptable. Failure to acknowledge any, and all amendments issued to this solicitation shall be cause for rejection of the offer. Failure to provide information is the most common reason for a proposal to fail technically. Offerors are encouraged to read the Factors for technical acceptability carefully. For example: Under Factor 4, with regards to the Safety Officer, the minimum standard for a Safety Officer includes: Life Safety, Scaffold Safety, OSHA 30, Fall Protection Training, Crane/Rigging Safety and the individual must have a minimum of 5 years of experience as a Safety Officer. If Offerors fail to mention one of these standards (OSHA 30 as an example), the proposal will fail technically. Offerors are responsible for providing the information requested in the solicitation for both price and technical factors. Failure to provide an adequate Contractor Safety Plan which addresses the minimum standards for compliance under Factor 4 can be a technical failure. The calculation of Self-Performed and/or Subcontracted Work must be provided with the Contractor proposal. Failure to provide this will be a technical failure. The pre-award Contractor Safety and Environmental Record Evaluation Form must be provided with the proposal. Failure to provide this information will be a technical failure. 2. Disclaimer Statements: (a) Remarks and explanations at the conference shall not qualify the terms of the solicitation. (b) Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. 3. Bonds: (a) A bid Bond in the amount of 20% must accompany your BID. (b) After award of the contract a Payment Bond and a Performance Bond in the amount of 100% of the contract value are due prior to a Notice to Proceed Letter being issued. 4. Buy American Act: The solicitation is subject to the Buy American Act, and it generally requires the use of American made products. Please keep this in mind when you are providing product submittal data. 5. Davis-Bacon Act/ Service Contract Act: All labor performed under this contract is subject to the Davis-Bacon Act and related labor laws, to include the payment of at least the amounts shown in the wage determination in the solicitation. 6. Other Contracting Topics: (a) The purchase of material for this project is exempt from state sales tax. A Kansas Tax Exempt certificate will be issued after contract award. (b) The contractor is expected to maintain insurance coverage during the contract period as directed in the specifications. (c) Progress payments will be made no later than 14 days after receipt of an acceptable invoice. (d) There are 2 important submittals that we need at contract start-up. They are the Schedule of Values, and a Construction Schedule. 6. Questions: Are there any questions involving the general provisions of the solicitation pages? II. Technical Issues The Project Engineer will provide an overview of the project. After this, a walk through the site will be held.
