About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking qualified contractors to design and construct a parking ramp expansion at the Buffalo VA Medical Center. This is a competitive firm-fixed-price contract for minor construction work classified under NAICS code 236220 (Commercial and Institutional Building Construction) with a $45 million size standard. Key project requirements include constructing a two-level addition to the existing three-story parking structure, adding approximately 53,000 gross square feet per parking level, installing a new stair tower with two elevators, incorporating a solar array canopy, reconfiguring roadways and parking areas, and performing restoration work on existing parking levels. The VA is particularly interested in understanding market capability and budget feasibility, especially regarding the potential removal of the off-site construction impact parking requirement that contributed to the cancellation of the previous solicitation. Interested contractors must submit an eight-page capability statement by January 9, 2026, detailing company information, business size, bonding capacity, and relevant experience with similar construction projects.

This procurement is not designated as a set-aside contract and no incumbent contractor is identified in this sources sought notice. The target ceiling for contract award is approximately $24 million to $25 million, though the government cannot guarantee additional funds will be made available. The estimated project duration is 730 calendar days, with formal solicitation planned for advertisement in February 2026. This requirement was previously solicited as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under RFP 36C77625R0023 but was cancelled due to funding constraints when proposal pricing exceeded the VA's approved budget. The VA issued a prior sources sought notice in August 2025 and is now conducting this updated market survey to reassess project feasibility with potential modifications to scope.
