About this file

This Sources Sought Notice is for a Parking Ramp Expansion Minor Construction project at the Buffalo VA Medical Center. The Department of Veterans Affairs is seeking potential sources for a competitive firm-fixed-price contract to construct a two-level addition to an existing three-story parking structure, with a project target ceiling of $24M-$25M. Key project components include adding approximately 53,000 GSF per parking level, constructing a new stair tower with two elevators, installing a solar array canopy, reconfiguring roadways and parking areas, and performing restoration work on existing parking structure levels.

The project is planned for advertising in February 2026, with an estimated 730-calendar-day duration. The solicitation will be issued as an RFP under NAICS code 236220 (with a $45 million size standard), and the final competition approach will depend on market research responses. Interested contractors are required to submit an eight-page capability statement by January 9, 2026, detailing company information, business size, bonding capacity, and experience with similar construction projects. The VA previously cancelled a similar solicitation due to funding constraints and is now considering removing the off-site construction impact parking requirement to improve project feasibility.

DESCRIPTION

INTRODUCTION

In accordance with FAR Companion (FC) 10.001(c), this sources sought notice is for market research and planning purposes only and is not to be construed as a solicitation or obligation on the part of the Department of Veterans Affairs (VA), nor will the VA pay for information requested.

Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources for the Parking Ramp Expansion Minor construction project at the Buffalo VA Medical Center (VAMC).

This requirement was previously solicited as an SDVOSB set-aside under Request for Proposals (RFP) 36C77625R0023 but was subsequently cancelled due to funding constraints concerning proposal pricing received that exceeded the VA’s approved budget. Sources Sought Notice 36C77625Q0271 was issued in August 2025 to request information to assist in the resolicitation of this project with no change to the requirements.

The VA is now considering removing the requirement for the general contractor to provide off- site construction impact parking. This updated request for information is to gauge interest, capability, and budget feasibility for this project if this change were implemented. The target ceiling for award of this Minor construction project is approximately $24M to $25M. The Government cannot guarantee additional funds will be made available for award.

PROJECT DESCRIPTION

The purpose of this project is to construct an addition of two new parking levels to the top of the existing three-level parking structure. A new stair tower with two elevators will be constructed for the whole combined height of the garage. Adjacent parking, drop-off, and roadway work will be reconfigured as indicated in the documents. This project also requires the installation of a solar array canopy. Additional details are listed below.

1. Addition of two new parking levels of approximately 53,000 GSF each to the top of the existing three-story parking structure.

2. Addition of a new stair tower with footprint of approximately 1,500 GSF to include new stairs and two new elevators spanning the full height of the combined garage levels.

3. Addition of screening and signage throughout the garage for safety and wayfinding.

4. New roadway to the east of the garage for better traffic flow and future parking garage expansion.

5. Reconfigured accessible parking and drop-off lane at the north side of the parking garage.

6. Reconfigured pedestrian crossings from the parking garage to the medical center entrance.

7. Restoration work on existing parking structure levels.

8. Repainting of parking striping as shown and required.

PROCUREMENT INFORMATION

The proposed project will be a competitive firm-fixed-price contract utilizing the design-bid-build approach (final specifications and drawings will be provided). The anticipated solicitation will be issued as an RFP in accordance with FAR part 15, considering technical and price factors. This project is planned for advertising in February 2026. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard $45.0 million. The duration of the project is currently estimated at 730 calendar days from the issuance of a notice to proceed. The services for this project will include providing all construction-related labor, materials, and equipment required to complete the project as per contract documents prepared by an independent Architect-Engineer firm.

The results and analysis of the market research will determine whether to limit competition among the small business categories, proceed with full and open competition as other than small business, or use a tiered set-aside evaluation. The type of socioeconomic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. All business sizes and socioeconomic categories are encouraged to respond to this announcement.

*The Minor project threshold is currently $30M.
