About this file

This is a comprehensive specification document for construction work at the VA Consolidated Mail-Order Pharmacy (CMOP) in Tucson, Arizona, project number 762-24-101, covering the correction of FCA (Facility Condition Assessment) deficiencies and physical security system improvements.

The project encompasses multiple construction disciplines including general construction, HVAC systems, electrical systems (including emergency generators and fuel systems), plumbing, roofing (TPO membrane), structural steel, hollow metal doors and frames, flashing and sheet metal work, firestopping, joint sealants, gypsum board installation, painting, and metal fabrications. Key deliverables include construction of an Essential Electrical System with emergency generators, new fuel tank, loading dock extension, HVAC system construction, roof replacement (as an optional item), backflow preventer installation (optional), and air compressor and dryers (deleted from the project). The specifications mandate compliance with multiple industry standards including ASTM, NFPA, ASHRAE, ACI, and AWS standards. Critical requirements include establishment of a Quality Control Plan with three-phase control (Preparatory, Initial, and Follow-Up phases), weekly safety inspections, a site-specific Accident Prevention Plan, comprehensive testing and commissioning of all systems, and preparation of as-built drawings. The contractor must establish a Commissioning Team to oversee system verification, conduct Systems Functional Performance Testing, provide operator training, and deliver maintenance manuals. The project requires coordination with a VA-retained Commissioning Agent, submission of detailed schedules including Critical Path Method analysis, and strict adherence to security procedures for a VA Medical Center facility operating 24/7. Warranty requirements include one-year construction warranty with extended warranties on specific equipment (roofs, HVAC balancing, commissioned systems) and a 4-month and 9-month post-construction warranty inspection protocol.
