About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking a contractor to replace a grease duct and exhaust fan in the canteen area of Building 1 at the VA Northern Indiana Health Care System in Fort Wayne. The solicitation (Number 36C25025Q0453) requires a comprehensive renovation of the existing kitchen ventilation system, including demolition of current ductwork, fabrication and installation of a new 16-gauge duct with fully welded seams, and replacement of the end-of-life exhaust fan. Contractors must provide all labor, materials, equipment, and supervision to complete the work, with the project to be conducted over a weekend to minimize operational disruption. The site visit is scheduled for May 9, 2025, with bid submissions due by May 27, 2025, at 10:00 EDT. Evaluation will likely include contractor safety records, technical capabilities, and compliance with detailed specifications for commercial kitchen hood and ventilation systems.

The solicitation is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with an estimated project value of less than $25,000. The project has a 90-day performance period from the Notice to Proceed, with strict requirements for maintaining grease hood operability throughout the renovation. Contractors must submit detailed safety documentation, including OSHA 300 Forms from 2020-2022, and demonstrate compliance with subcontracting limitations (no more than 50% of contract value can be paid to non-certified firms). The work will be performed at 2121 Lake Ave in Fort Wayne, Indiana, with specific technical requirements including UL-listed grease extractor filters, demand ventilator control systems, and adherence to NSF certification standards. Contractors will need to provide comprehensive documentation of their safety performance, insurance modification rates, and ability to meet the VA's rigorous technical specifications for kitchen ventilation systems.
