About this opportunity
The Department of Veterans Affairs Office of Construction and Facilities Management has issued a Special Notice for market research regarding a Project Labor Agreement (PLA) for a new boiler plant construction project at the West Los Angeles VA Medical Center. The solicitation is identified by RFP number 36C10F24R0018 and project number 691-20-150 A. The notice seeks to gather information from potential contractors about their experience and perspectives on PLAs, which are pre-hire collective bargaining agreements that establish employment terms for specific construction projects. This research aligns with Federal Acquisition Regulation (FAR) policy to strengthen the construction labor market by promoting labor stability, cost control, workforce quality, and safety standards. The notice is specifically focused on understanding contractor readiness and attitudes toward PLA implementation.
Contractors are required to complete a detailed questionnaire addressing their familiarity with PLAs, willingness to submit proposals under PLA requirements, prior PLA project experience, and potential subcontractor resistance. The questionnaire must be submitted via email by February 9, 2024, to Noella Bond, the designated Contracting Officer. While there is no specific set-aside for this opportunity, the notice invites responses from various business classifications, including Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, Disadvantaged Small Businesses, Woman Owned Small Businesses, HUB Zone businesses, and general small businesses. The PLA questionnaire seeks comprehensive insights into contractors' perspectives on collective bargaining agreements in construction projects, with a particular focus on the proposed boiler plant project at the West Los Angeles VA Medical Center. Respondents are asked to provide detailed comments and their company's identifying information to support the VA's market research efforts.
