About this opportunity

The Department of Veterans Affairs Technology Acquisition Center Austin is conducting market research to identify potential sources for a construction project to replace elevators at the Garland VA Medical Center in Garland, Texas. The project involves the comprehensive modernization and replacement of ten electric and four hydraulic elevators to meet current building codes, ADA standards, and VA design guidelines. Interested contractors must submit an eight-page electronic capability statement by December 23, 2025, at 1:00 PM Eastern Time, demonstrating their qualifications and relevant experience. This pre-solicitation notice includes no set-aside designation at this time, and no incumbent contractor is identified. The competitive firm-fixed-price contract is estimated between $10 million and $20 million, with a projected project duration of 512 calendar days. The work falls under NAICS code 238290 (Other Building Equipment Contractors) with a size standard of $22.0 million, meaning eligible small businesses must not exceed this threshold. The formal solicitation is planned for advertising in February 2026, allowing the VA time to evaluate the market research responses and finalize procurement strategy. Interested firms should note that this sources sought notice is for market research and information purposes only and does not constitute a binding solicitation or obligation by the Department of Veterans Affairs.
