About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin seeks construction and infrastructure upgrades at Kerrville VA Medical Center, with sealed bids due June 30, 2026, now extended from the original June 9 date. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside under 38 U.S.C. §8127, restricting eligibility to SBA-certified SDVOSBs.
Place of performance is Kerrville, Texas. The project spans eight buildings (1, 2, 11, 18, 29, 46, 96) and includes site demolition, electrical panel upgrades with normal and emergency power, bonding, UPS systems, Building Management System interfaces, HVAC reconfiguration and expansion, data center expansion with server rack configuration and cable management, communications infrastructure upgrades (Cat 6A cabling, fiber optic backbone campus-wide), physical security upgrades, and hazardous materials abatement. The NAICS code is 236220, Commercial and Institutional Building Construction; the PSC code is Y1BG, Construction of Electronic and Communications Facilities.
The contract magnitude ranges from $10 million to $20 million and is firm fixed price. Performance period is 730 calendar days after notice to proceed. Bid guarantee is not less than 20% of bid price but not to exceed $3 million; performance and payment bonds are required at 100% of contract price.
All contractor personnel must obtain VA PIV cards before on-site work. Specialized personnel requirements include a BICSI-certified Registered Communications Distribution Designer for cable installation oversight, UL or FM Global certified firestopping installers, and a Certified System Engineer ICAM PACS for physical access control system installation. The contractor must designate a qualified third-party scheduling consultant with at least five years of lead scheduling experience to develop and maintain a fully resource-loaded Network Analysis System schedule using Oracle Primavera P6 Professional or Microsoft Project Professional.
The SDVOSB subcontracting limitation requires that no more than 85% of government payment may be paid to non-SDVOSB firms; material costs are excluded from this calculation. Davis-Bacon prevailing wage rates apply; wage rates effective May 18, 2026 are incorporated. Infection Control Risk Assessment protocols apply due to the facility's active patient care operations. The contract requires compliance with FAR 52.222-90 addressing diversity, equity, and inclusion restrictions on federal contractors. A pre-bid site visit was held April 30, 2026. Technical questions were due May 8, 2026, with VA responses provided June 15, 2026. Bid opening will occur via teleconference on June 30, 2026 at 1:30 PM ET (access code 517 871 418).
