About this opportunity

The Department of Veterans Affairs Office of Construction and Facilities Management seeks design and construction of Temporary Supportive Housing (TSH) and a Welcome Center at the West Los Angeles VAMC, with Phase I proposals due June 25, 2026. No set-aside applies.

Place of performance is West Los Angeles, California. The project comprises approximately 220 supportive housing units arranged in neighborhood clusters, each unit 160–226 square feet with toilet and bath facilities, kitchenette with 60-amp electrical panel, operable windows with heating and cooling, and turn-key furnishings including XL twin beds with wardrobe/dresser; six units must be bariatric-accessible. The Welcome Center must support all 220 units and include controlled entrance, four medical examination rooms, two mental health consultation rooms, six clinical staff offices, two conference rooms, security office, separate male/female shower/toilet facilities, day room, computer training area, dining support (500 NSF indoor and 500 NSF outdoor), laundry area, mail room, service-animal support area, pantry, and personnel effects holding room (heated). All construction must comply with applicable federal, state, and local codes, VA Technical Information Letters, pest prevention and moisture control requirements, and finishes supporting infection control and maintainability.

The site occupies 4.91 acres on the North Campus with 3.928 acres of useable space. Site constraints include domestic water supply requiring connection to an 8-inch PVC main on Eisenhower Avenue with demand increase from 150 to 350 GPM; sewer capacity concerns with existing 6-inch downstream lines potentially requiring upsizing; on-site storm water retention compliant with Section 438 of the Energy Independence and Security Act; and electrical service requiring a new transformer and switchgear. Contractor must maintain construction sequencing that minimizes disruption to ongoing medical services and comply with prevailing wage requirements, small business subcontracting plans, and other federal contracting requirements. NAICS 236220, Commercial and Institutional Building Construction; PSC Y1AZ, Construction of Other Administrative Facilities and Service Buildings. Amendment 0005, posted June 18, 2026, extends Phase I deadline to June 25 at 4:00 PM EDT and incorporates topographic survey data and RFI responses, clarifying that utility capacity and connection point inquiries will be addressed in future phases. Questions and proposals are submitted to gerald.brusaw@va.gov.
