About this file

This document is a pre-decisional presentation from the U.S. Department of Veterans Affairs Office of Construction & Facilities Management regarding a Temporary Supportive Housing (TSH) project at the West Los Angeles VAMC Campus in Los Angeles, California. The presentation was conducted on June 9, 2026, and served as an industry outreach event to gather information from the contractor community to inform planning for a future Request for Proposals (RFP). The project objective is to construct 220 temporary supportive housing units arranged in neighborhood clusters adjacent to existing Care, Trauma, Rehabilitative Services (CTRS) residential units, together with a Welcome Center facility and associated site infrastructure. Individual housing units shall be 160-226 square feet with minimum 10-foot spacing, include toilet and bath facilities, kitchenette with 60-amp electrical panel, operable windows with heating and cooling, and turn-key furnishings including XL twin beds with wardrobe/dresser. Six units must be bariatric-accessible. All construction must comply with applicable federal, state, and local codes, VA Technical Information Letters, pest prevention and moisture control requirements, and finishes supporting infection control and maintainability.

The Welcome Center must support all 220 units and include controlled entrance, medical examination rooms (4), mental health consultation rooms (2), clinical staff offices (6), conference rooms (2), security office, separate male/female shower/toilet facilities, day room, computer training area, dining support (500 NSF indoor and 500 NSF outdoor), laundry area, mail room, service-animal support area, pantry, and personnel effects holding room (heated). Project contacts are Dr. James Schreiner (Project Executive, CFM ODC) and Mr. Gerald Brusaw (Contracting Officer, NCWI). The presentation included detailed utility infrastructure analysis identifying domestic water supply constraints requiring connection to an 8" PVC main on Eisenhower Avenue with anticipated demand increase from 150 to 350 GPM; sewer capacity concerns with existing 6" downstream lines potentially requiring upsizing; on-site storm water retention requirements compliant with Section 438 of the Energy Independence and Security Act; and electrical service requirements necessitating a new transformer and switchgear. The Government emphasized that this presentation does not constitute a commitment to contract, responses provided are non-official pending formal RFI responses, and all official questions and answers will be posted on SAM.gov.

TSH Parcel Concept-Utility Overlay

TSH Area Utilities – Domestic Water

Water:

• Long Term Water Projects (LTW) Phase 1 & 2 supply existing North Campus facilities and EULs with a separated domestic water (DW) and fire water (FW) system (cyan lines in the ‘Utility Overlay’ exhibit).

• The nearest source of domestic water is an 8” PVC pipe on Eisenhower Ave.

• Preliminary calcs determine load on 8” DW main to more than double due to TSH fixtures.

– (240) shelters each with toilet, shower, and (2) sinks.

– Approx. from 150 GPM to 350 GPM.

Recommendation:

• Designer to update hydraulic model from LTW project to confirm FW and DW capacities and impacts to existing facilities.

• Conservatively, the nearest point of connection should be the 8” DW main on Eisenhower Ave.

TSH Area Utilities - Sewer

Sewer:

• Existing 6” sewer line (green lines in ‘Utility Overlay’ exhibit).

• Existing downstream 6” pipes may not be capable of handling additional sewage load.

– Undetermined condition from prior studies.

• Requires coordination with County/City to connect to public main sewer at outflow of facility.

Recommendation:

• Designer to conduct a drainage capacity study to determine if the existing 6” sewer lines downstream of the new lateral for the (240) units would need to be upsized, reconfigured, or replaced.

TSH Area Utilities – Storm Drain

Storm Drain:

• Nearby infrastructure will be renovated (not identified in ‘Utility Overlay’ exhibit)

• One portion shall be upsized to proposed 36” storm drain line by Storm Drain Renovation Project

– Currently at 65% design.

– 100% design for construction bidding expected October 2026.

• Remaining nearby storm drains nearby will be cured-in-place pipe (CIPP) lined.

Recommendation:

• Designer to provide on-site retainage for storm water with connection to existing or proposed storm drain main for overflow.

• Refer to Stormwater Management for Federal Facilities under Section 438 of the Energy Independence and Security Act.

TSH Area Utilities - Electrical

Electrical:

• Nearby secondary electrical lines, transformers, and switchgears are fed from underground primary lines on Eisenhower Ave (red lines in ‘Utility Overlay’ exhibit).

• Assume existing switchgear serving CTRS shelters and trailers is maxed out.

Recommendation:

• Nearest primary line located along Eisenhower Ave

– A transformer and switchgear would be required as well as subpanels for TSH construction.

• VA Electrical Shop to confirm if connecting to primary or more convenient secondary source is feasible.
