About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking qualified contractors to remodel the basement kitchen in Building 50 at the Saint Cloud VA Medical Center, including comprehensive renovation of the existing Dish room and Tray Service Line. The project focuses on repairing and replacing failing Architectural, Mechanical, Electrical, Plumbing (MEP), and HVAC systems that have reached the end of their operational life, with work encompassing approximately 4,000 square feet of Nutrition and Foods space and 2,000 square feet of mechanical rooms and phasing space. Key contract requirements include furnishing all labor, materials, tools, and equipment necessary for the remodeling work; maintaining 24/7 healthcare system operations during construction through phased implementation; submitting to VA privacy training; and utilizing digital construction tracking applications such as Procore. Contractors must comply with Davis-Bacon wage determinations for Stearns County, Minnesota, obtain a bid guarantee of 20% of the bid price (not exceeding $3,000,000), and provide performance and payment bonds equal to 100% of the contract amount. The bid submission deadline is January 29, 2026, at 10:00 AM Central Time, with technical questions due by January 15, 2026, and a mandatory pre-bid site visit scheduled for January 6, 2026, at 2:30 PM Central Time.
This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45 million in annual revenue. The estimated contract value ranges from $2,000,000 to $5,000,000, with a performance period of 320 calendar days, or approximately 10.5 months, from contract award. The project will be conducted in two phases or fewer to minimize operational disruption to the facility's departments and current kitchen operations. All work will be performed at the Saint Cloud VA Medical Center in Saint Cloud, Minnesota, requiring contractors to coordinate closely with the Contracting Officer Representative regarding utility shutdowns and construction sequencing. Bidders must be registered in the System for Award Management (SAM), comply with federal contracting regulations, and be prepared to undergo background investigations and VA badging procedures.
