About this opportunity

The Defense Logistics Agency (DLA) Information Operations is seeking XPS Software Maintenance and Support services for their xTrack parcel and Less-Than-Truckload (LTL) tracking systems through solicitation SP4701-25-R-0008. This procurement covers maintenance and support for XPS Enterprise License software with unlimited use, including xTrack for Parcel Tracking and xTrack for LTL Tracking capabilities integrated into DLA's Warehouse Management System. Vendors must provide a complete proposal including a Voluntary Product Accessibility Template (VPAT) demonstrating Section 508 compliance and meet Department of Defense Information Assurance workforce certification requirements. The government will award a firm-fixed-price contract to the lowest-priced, technically acceptable offeror. Proposals are due by July 24, 2025 at 1:00 PM EST and must be submitted via email to contracting officers Christopher P. Lawrence and Olivia A. DeMarzio.

This procurement operates without any set-aside designations and is structured as a brand-name, sole-source requirement for Supply Chain Technologies (SCT) Software, the proprietary developer of the XPS software currently integrated into DLA's systems. The total contract value is $34 million covering a base year from September 30, 2025 through September 29, 2026, with two one-year option periods extending through September 29, 2028. The tracking volumes will increase across the contract period, with parcel tracking volumes rising from 4.9 million in the base year to 5.9 million in subsequent years, and LTL tracking volumes increasing from 225,000 to 291,000. Performance will occur at the Hart-Dole-Inouye Federal Center in Battle Creek, Michigan. A Justification for Other Than Full and Open Competition has been prepared under Title 10, U.S.C 2304(c)(1), recognizing that only SCT Software can provide the required capabilities without significant system redesign and operational disruption.
