3. DESCRIPTION OF SUPPLIES/SERVICES:
DLA has a requirement to procure XPS software maintenance, XTrack for Parcel and LTL licenses. XPS is proprietary software developed by SCT Software. The XPS software has been integrated into the application development and implementation of the Warehouse Management System (WMS). XTrack will enhance logistic delivery tracking and will be used by the DLA to improve supply chain management decisions. DLA has utilized XPS software as part of the WMS implementation. No other vendor has the knowledge or real time communication that this vendor has. Any change in strategy would require a rewrite of these capabilities and further delay the deployment of WMS.
This requirement is for a one-year base period with two option years, consisting of the following periods of performance:
a) Base period of performance consists of twelve (12) months for XPS license maintenance and support is from 9/30/2025 to 9/29/2026
b) Optional period of performance one (1) consists of twelve (12) months for XPS license maintenance and support is from 9/30/2026 to 9/29/2027
c) Optional period of performance two (2) consists of twelve (12) months for XPS license maintenance and support is from 9/30/2027 to 9/29/2028

4. IDENTIFICATION OF STATUTORY AUTHORITY:
The statutory authority permitting other than full and open competition is Title 10, U.S.C 2304 (c), (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy the agency requirement” Supply Chain Technologies (SCT). XPS xTRACK Parcel & LTL software and related maintenance is a proprietary product of SCT, and currently they do not have a resale program, making them the sole distributor.
5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
J6 is responsible for supporting the Distribution Standard System (DSS), which is a globally fielded information technology capability, supporting inventory status and orders from the warfighter, among other functions. The DSS program office has been tasked to perform a technical refresh of some DSS capability and tightly integrate DSS with the remainder of DLA's Enterprise Resource System (ERP), Enterprise Business System (EBS). To accomplish these objectives, J6 utilized the XPS software & licenses developed by SCT by intergrading it to the application development and implementation of the Warehouse Management System (WMS).
XPS facilitates real-time communication with small parcel carriers to ensure that critical shipments are moved in a timely manner. The intricate knowledge that SC-TECH team has of
XPS is crucial in ensuring that the application is well maintained. No other vendor has the knowledge that this vendor does.
Any attempt to use another product or company's software in this environment would require a complete revamp of the WMS application implementation, causing multiple issues, such as loss of customer support to DLA clients, unknown budgetary cost to implement a new software product, the need for extensive retraining and recertification of the administration staff, extensive recoding of software by the application staff, and extensive application and database downtime to implement the new solution.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICAL.
A search in DoD ESI and GSA was also conducted with no results. Per the OEM, XPS is a proprietary software product developed by Supply Chain Technologies LLC dba SCT Software, and currently they do not have a resale program, making them the sole distributor. However, the requirement will be synopsized to solicit any resellers of XPS Maintenance. All responsible parties will be given an opportunity to submit an offer.
7. DETERMINATION OF FAIR AND REASONABLE COST:
The OEM is the sole reseller for this product, the Government will attempt to obtain offers from as many vendors as practicable, to determine that pricing will be fair and reasonable based on pricing analysis in accordance with FAR 15.404-1. It is anticipated that the Government will use various prices analysis techniques including, but not limited to:1) comparison of proposed prices received in response to the solicitation (reference FAR 15.404-1(b)(2)(i); 2) comparison with competitive published price lists (reference FAR 15.404-1(b)(2)(iv); and 3) comparison of proposed prices with prices obtained through market research of the same or similar items (reference FAR 15.404- 1(b)(2)(vi), in order to obtain a fair and reasonable price.
8. MARKET RESEARCH:
In April 2025, an email was sent to the OEM to verify if they had any resellers for this software.
The POC Jon Peery with SCT Software confirmed they are the Sole Providers of XPS Maintenance and Software Support. A budgetary estimate was requested from the OEM. The information received from this research was used to establish the Government’s estimated cost for this procurement. It is anticipated that only one proposal will be received when the formal RFQ is advertised.
9. ANY OTHER SUPPORTING FACTS:
DLA has utilized XPS software as part of the WMS implementation. Any change in strategy would require a rewrite of these capabilities and further delay the deployment of WMS.
