About this opportunity
Naval Sea Systems Command is soliciting quotations for XHT Test Tiles for shock testing on submarine propulsion systems, with quotations due June 9, 2026. This is an RFQ issued by Naval Surface Warfare Center Philadelphia Division on a firm fixed-price basis with no small business set-aside.
Place of performance and delivery are Philadelphia, Pennsylvania, specifically NSWC Philadelphia Division, Building 542, 1601 Langley Avenue, with a delivery date of September 30, 2026. The XHT Test Tile is an additive manufacturing part with a 44-inch diameter and 36-inch height, featuring multi-layered construction with a total thickness of 4 3/8 inches and complex vacuum channels and grooves. The tile differs from the current new-construction design (procured from Globe Composites by Electric Boat) in that it is slightly thicker to accommodate maintenance yard procedures rather than new construction methods. The drawing and CAI model file specify dimensional tolerances, marking requirements per MIL-STD-130 with manufacturer CAGE code and drawing number, and visual inspection for cracks, layer separation, and defects.
The RFQ includes three line items: the ISEA XHT Test Tile (Internal Number 1024095021), packaging and shipping, and non-recurring engineering, each with a quantity of one. Packaging must comply with ASTM-D-3951-18 and exclude asbestos, excelsior, newspaper, shredded paper, yellow wrapping materials, and loose fill polystyrene. Inspection and acceptance occur at both the contractor's facility and NSWC Philadelphia Division. The procurement applies standard FAR and DFARS clauses, including item unique identification (DFARS 252.211-7003), payment via WAWF, and export restrictions per the Arms Export Control Act. Questions are due June 9, 2026; responses will be posted to SAM.gov. NAICS code 325510, PSC 8030.
Notice text
XHT Test Tile will be used to perform shock testing on the proposed tile for a certain class of submarines. XHT tiles are currently applied during new construction, but there is currently not a maintenance tile used for inservice boats. Electric Boat currently procures XHT tiles from Globe Composites and applies them at new construction. However, the maintenance procedure will differ from the methods at new construction, so a slightly thicker tile is needed for the maintenance yards.
