About this opportunity

The Defense Logistics Agency is seeking to procure a Xenon Arc Tester for its Product Test Center located in Philadelphia, Pennsylvania. The specific requirement is for a Q-Lab Corporation Q-Sun XE-3-HSE Xenon Arc Tester or equivalent, complete with required components including UV detector, caster wheels, air filter, and UV filters to expand the facility's testing capabilities. This firm fixed-price contract will be awarded using the Lowest Price Technically Acceptable (LPTA) evaluation method, meaning the government will select the lowest-priced proposal that meets all technical requirements from a responsible offeror with acceptable past performance. Quotes must be submitted via email to Blair.Hartley@dla.mil by 11:00 PM EST on August 12, 2025, with the subject line "SP4706-25-Q-0016 Arc Tester." The government intends to award without discussions but reserves the right to conduct discussions if necessary.

Despite the SF 1449 form indicating this as an EDWOSB (Economically Disadvantaged Women-Owned Small Business) set-aside opportunity, the solicitation description states "No Set-Aside Used," creating some ambiguity in the set-aside designation. No current contractors or incumbents are identified in the solicitation documents, and no specific award value or budget range is disclosed. The contract requires delivery within 120 days from the date of award, with performance taking place at the DLA Product Test Center at 700 Robbins St., Building 5-D in Philadelphia, PA 19111. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees, and involves a single unit of laboratory equipment with installation requirements and a one-year warranty.
