About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 8 is seeking to lease 96 surface parking spaces in Gainesville, Florida, to provide off-site parking for the Malcolm Randall Veterans Affairs Medical Center. Interested offerors, including property owners, brokers, and legal representatives, must submit expressions of interest by email no later than 3:00 PM Eastern Time on May 7, 2026, to the designated contracting specialists. The parking facility must be located within or bordering specific geographic boundaries in Gainesville (bounded by West University Avenue to the north, South Main Street to the east, SE Williston Road to the south, and SW 34th Street to the west) and must be ready for occupancy by December 1, 2026. The VA will evaluate proposals based on economic advantage, considering factors such as relocation costs, tenant improvements, telecommunications infrastructure, and non-productive agency downtime compared to maintaining the current lease. Submissions must include the building name and address, number of available spaces, rental rate per space (fully serviced), availability date, owner authorization, and a detailed list of services provided.

This opportunity is not subject to any set-aside designations and will consider lease terms of up to 10 years. The VA will conduct a market survey of offered properties and will pay no more than the appraised fair rental value per 40 USC 278a. No specific incumbent contractor or current award value is identified in this pre-solicitation notice, as the government is in the early stages of gathering information from potential offerors. The requirement for 96 parking spaces represents the core quantitative need, with the December 1, 2026 occupancy deadline establishing a critical timeline constraint. This is classified as a Sources Sought notice and does not constitute a formal solicitation; the VA may issue a Request for Proposals at a later date based on the responses received from interested parties.
