About this opportunity
The Department of Veterans Affairs is seeking a 10-year lease for a Compensation and Pension clinic located in San Diego, California, requiring approximately 13,065 ABOA square feet of modern office space. The solicitation aims to replace an expiring lease and will consider alternative spaces that can economically satisfy the government's requirements, evaluating factors such as relocation costs, tenant improvements, and telecommunication infrastructure. Proposals must be submitted electronically through the Requirement Specific Acquisition Platform (RSAP) by March 31, 2025, at 5:00 PM PST, with a target occupancy date of October 1, 2025. The government will evaluate proposals based on compliance with Request for Lease Proposal (RLP) requirements, with particular emphasis on building features including seismic safety, fire protection, accessibility, and energy efficiency standards. Key evaluation criteria will include the building's ability to meet specific technical specifications outlined in the VA Leased Community Based Outpatient Clinics (CBOC) Design Narrative.
The solicitation is not set aside for any specific business category, making it open to all qualifying offerors under NAICS code 531120 for Lessors of Nonresidential Buildings. The lease will be fully serviced and turnkey, including tenant improvements, Building Specific Amortized Capital (BSAC) security improvements, and operating costs, with 46 surface parking spaces reserved for government use. The space will include approximately 9,677 ABOA square feet designated for vending facilities under the Randolph-Sheppard Act. While specific budget ranges are not explicitly stated, the lease will cover a 10-year term with an initial firm period of 5 years. The facility must meet rigorous security requirements, including comprehensive physical access control systems, video surveillance, and intrusion detection systems. Offerors must demonstrate compliance with extensive technical specifications, including seismic safety certifications, fire protection standards, and specific design requirements for a medical facility.
Notice text
The U.S. Government currently occupies office and related space in a building under a lease in San Diego, CA, that will be expiring. The Government will consider alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
