About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 is seeking a succeeding lease for clinical and medical office space in Rutland, Vermont under GSAM Part 570.402 authority. Rather than issuing a formal request for proposals, the VA has published a Sources Sought Notice inviting written statements of capability from alternative offerors to determine whether competitive procurement is warranted. The required space must be ADA compliant and handicapped accessible with 32 on-site parking spaces, including 2 ADA compliant spaces, with preference for first floor contiguous space but willingness to consider non-contiguous or multi-floor arrangements with working elevators. The VA will evaluate alternative facilities based on economic advantageousness, considering all relocation costs including physical move expenses, tenant improvement replication, telecommunications infrastructure, and non-productive agency downtime. Interested parties must submit written statements of capability including property photos, general layout, location information, and approximate price-per-square-foot pricing via email to Melinda Sanderson at Melinda.Sanderson@va.gov by March 16, 2026, at 4:00 PM Eastern Time.
This procurement carries no small business set-aside designation. The incumbent landlord is the likely awardee under sole source authority unless competitive responses demonstrate superior economic value. The VA currently occupies approximately 5,276 ABOA square feet (5,633 rentable square feet) of space and intends to execute a ten-year lease term comprising a five-year firm term and five-year non-firm term, with space required to be immediately available for occupancy. The geographic search area is limited to the City of Rutland, Vermont, bounded by Route 4/West Street to the north, residential property and Travers Place to the south, Forest Street to the east, and residential and Meadow Street to the west. The VA assumes no responsibility for awarding based on responses received, will not pay commissions, and all costs associated with submitting information are the responsibility of responding offerors. The solicitation number is 36C24126Q0313, and the point of contact is Realty Specialist Melinda Sanderson at 207-623-8411.
Notice text
DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION
The Department of Veterans Affairs (Government) intends to award a succeeding lease under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.
THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the below requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.
The Department of Veterans Affairs currently occupies clinical and related space in Rutland, VT in a lease that has expired. The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, VA will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. VA may consider leased space located in another existing building providing all costs mentioned above can be offset by competition.
Space must be handicapped accessible, (ADA compliant), with 32 on-site parking spaces. The space preferred will be first floor contiguous but will consider non-contiguous and/or other floor levels with working elevators if ADA compliant.
Term: Estimated term is up to 10-years total; 5-years firm term, 5-years non-firm term.
