About this opportunity
The Department of Veterans Affairs Office of Construction and Facilities Management is seeking qualified developers to adaptively reuse and redevelop Building 1 at the Butler New Castle Road VA Medical Center in Butler, Pennsylvania through a historic reuse opportunity. The 223,320 gross square foot building, originally constructed in 1938 as an Army Hospital and designated on the National Register of Historic Places, will be conveyed to the selected respondent via ground lease (up to 99 years). The developer must assume 100% of predevelopment, construction, environmental remediation, and operational costs with no VA capital contribution, while maintaining compliance with the National Historic Preservation Act, Davis-Bacon prevailing wage requirements, Americans with Disabilities Act accessibility standards, and LEED Silver or equivalent green building certification. Proposals will be evaluated on five equally-weighted factors: Project Concept (22.5%), Evidence of Capability to Perform (22.5%), Financing Strategy (22.5%), Financial Capacity (22.5%), and Offer of Consideration to VA (10%). The response deadline is May 29, 2026 at 3:00 PM ET, with a mandatory site tour scheduled for March 2, 2026, and inquiries directed to Elroy Plummer at Elroy.plummer@va.gov or Shahidat Abbas at Shahidat.Abbas@va.gov.
This pre-solicitation notice contains no set-aside designations, incumbent contractors, or specified award values. The solicitation is issued under Historic Reuse Program authority (54 U.S. Code 306121-306122) and encompasses Building 1 plus two supporting structures: Building 99 housing a generator and Building 131 serving as the data center. Respondents must submit proposals limited to 120 pages on 60 double-sided sheets, including 12 required tabs covering team composition, qualifications, project design with renderings, financing strategy with identified lenders, development budgets, operating pro formas, and community stakeholder engagement plans. The selected respondent will have 180 days from notification to execute a disposition agreement with the VA, and all predevelopment costs are at the respondent's sole risk with no VA reimbursement. The property will be conveyed in "as-is" condition with no representations or warranties regarding physical or environmental conditions.
