About this opportunity
The Department of Veterans Affairs (VA) intends to award a succeeding lease to JU AIRPORT HOLDING LLC for the VISN 5 Network Office located in Linthicum, Maryland. The current lease expires on September 30, 2024, and the VA requires the space to remain operational to satisfy its mission requirements. The estimated lease term is up to 3 years, with up to 1 year firm and 2 years non-firm. No tenant improvements will be performed. The VA is inviting any parties who believe they can satisfy the requirements to submit a written statement of capability with supporting evidence by May 29, 2024, which will be considered solely to determine if a competitive procurement is warranted. The VA will also consider alternative space if it is economically advantageous.
This procurement is not set-aside, and the VA intends to pursue a sole source acquisition to JU AIRPORT HOLDING LLC under the authority of GSAM Part 570.402, which allows sole source awards where award to another location would result in substantial duplication of costs that are not expected to be recovered through competition. The space required is approximately 17,639 square feet of office space, and the space must be available for occupancy by October 1, 2024.
Notice text
DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION
The Department of Veterans Affairs (Government) intends to award a succeeding lease to JU AIRPORT HOLDING LLC, under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.
THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the above requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.
The Department of Veterans Affairs currently occupies clinical and related space at 849 International drive Suite 275, Linthicum, MD, 21090 in a lease that expires September 30th, 2024. To satisfy the VA mission requirements, the current VISN 5 Office must remain operational.
Term: Estimated term is up to 3-years; up to 1-years firm term, 2-years non-firm term.
Tenant Improvements: No tenant improvements will be performed under the succeeding lease award
Space Availability: The space must be available for occupancy by October 1st, 2024.
Rentable Square Feet: Approximately 17,639 Square Feet of Office Space.
Location: To be considered, space must be within the following delineated area:
North- MD-295 and West Nursery Road
South- MD-170 and Andover Road and Cabin Branch creek
East- Interstate 695 and Interstate 97
West- Interstate 195
The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The Government will consider leased space located in another existing building providing all costs mentioned above can be offset by competition.
Affirmative responses to this advertisement: Interested parties are invited to submit the above notice and evidence via email to christopher.tate2@va.gov no later than Wednesday, May 29, 2024 at 04:00 PM EST. Telephone responses shall not be accepted.
RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON ANY AFFIRMATIVE RESPONSE TO THIS ADVERTISEMENT.
