About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration is seeking to lease approximately 3,844 square feet of contiguous office space (not to exceed 5,505 Rentable Square Feet) for the relocation of the Detroit Michigan Vet Center. The lease will be for a term not to exceed 20 years, with a 7-year firm term and 90-day termination rights. The space must be located within specific boundaries in Detroit, preferably on the first floor of a single-tenant or multi-tenant building, and must be outside the 1-percent annual chance floodplain. Offers will be evaluated using a best-value tradeoff process that considers technical factors (including space layout, building quality, location, and project management), past performance, and price. The solicitation has gone through multiple amendments, with the most recent response deadline extended to April 25, 2025, at 4:00 PM Eastern Time.
There are no specific set-aside designations for this procurement. The lease requires 25 surface/outside parking spaces reserved for government use and must meet specific location and building requirements, including proximity to public transportation and modern amenities. The estimated budget is not explicitly stated, but the solicitation includes detailed cost considerations such as shell rent, operating costs, tenant improvements, and building-specific amortized capital. The place of performance is Detroit, Michigan, with the VA Network Contracting Office 10 located in Indianapolis, Indiana managing the procurement. Potential offerors must be registered in the System for Award Management (SAM) and complete various forms including a Proposal to Lease Space (GSA Form 1364), Lessor's Annual Cost Statement (GSA Form 1217), and comply with extensive security, telecommunications, and operational requirements outlined in the multiple exhibits attached to the solicitation.
